About this file
This is Supplemental Information Letter No. 3 issued by the City of Salem Department of Finance Services Contracts & Procurement in response to bidder questions regarding Bid No. 256022 for Window Washing and Pressure Washing Contractor of Record. The bid closing date is April 23, 2025, at 11:00 a.m. local time. The solicitation addresses cleaning services for multiple city facilities, including the Bush House, Deepwood House, Discovery Village, and the Chemeketa Parkade with associated skybridges. Key clarifications include that lift rental costs will be invoiced separately following service completion with a markup applied, washing materials costs must be included in the bid price by location, and storm window cleaning costs are incorporated into exterior window cleaning prices. For the Chemeketa Parkade, the city owns and maintains three skybridges: one extending from the parkade to the former JC Penney Building, one crossing Electric Alley to the south of Chemeketa Street, and one running parallel to the parkade on the east side. All interior, exterior, and roof panels of these structures require cleaning.
The supplemental information clarifies the scope of work and cost allocation methodology to ensure bidders submit comprehensive proposals. The city specified that materials costs must be itemized by location within the base bid to provide transparency in pricing. The lift rental markup provision allows the city flexibility to adjust costs based on actual equipment needs determined after services are completed. Additional skybridges in the Chemeketa area that are not owned or maintained by the city are excluded from the contract scope. No pricing information, budget allocation, set-aside designations, or incumbent contractor details are disclosed in this supplemental letter, which serves primarily to answer technical questions and clarify project boundaries for prospective bidders.

SUPPLEMENTAL INFORMATION LETTER NO. 3
APRIL 22, 2025
BID NO. 256022
FOR: WINDOW WASHING AND PRESSURE WASHING
CONTRACTOR OF RECORD
CLOSING DATE: APRIL 23, 2025 AT 11:00 AM (LOCAL TIME)
Dear Bidder:
The following are Questions and Answers on the above-mentioned bid:
1. Will we address the cost of the Lift Rental as an additional Line Item or within the bid?
Lift rentals would be added to an invoice after services are complete, hence the lift rental markup line on the bid page.
2. Will we address the costs of Materials as an additional Line Item or within the bid?
Cost of washing materials to be included in the bid by location.
3. Will we be separating the windows and cleaning between the Storm or cleaning the Exterior Only?
The cost of cleaning storm windows would be included in the exterior window cleaning costs. Storm windows are primarily at the Bush House, Deepwood House and Discovery
Village.
4. The Chemeketa Parkade: This would include only the one (1) Skybridge going from the parkade to the
Old JC Penney Building? I do not see an RFP or a provision in the Invitation to Bid for the additional skybridges, Correct?
There is a sky bridge that is over the alley just South of Chemeketa St over Electric Alley and the skybridge that runs parallel to the Parkade on the East side. These would include cleaning of all applicable interior, exterior and roof panels.
5. The bid page only lists Chemeketa skybridges. For Chemeketa, its east side, one skybridge to the former JC Penny’s, one to the Liberty Square building and one skybridge paralleling the Parkade running north to south. The other skybridges are not owned or maintained by the City.
