About this file
This document is a Construction Bid Addendum No. 2 issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design & Construction Division for the Grand Traverse Harbor Dredging project. The addendum, dated 7/17/2025, is distributed to all bidders for a project with file number 761/25272.SAR, with a bid opening date of 7/23/2025. The professional on the project is The Mannik & Smith Group, Inc., with Sadi Rayyan as the Project Director.
The addendum provides two key clarifications: first, it mandates that all contractors and sub-contractors employing construction mechanics must register annually with the Wage and Hour Division before bidding or working on the state project, with registration details provided via a Michigan Department of Labor and Economic Opportunity (LEO) website link. Second, the addendum addresses a bidder's question about the Bid Bond form, clarifying that the form should be completed and submitted with the bid, and if using a Bid Bond for bid security, a separate surety bid bond must accompany the form. The document also notes that federal funds are not being used for this project, so federal provisions and the Byrd Anti-Lobbying Certification are not required.

ADDENDUM ITEMS:
1. Please note that contractors and sub-contractors that employ construction mechanics must register annually with the Wage and Hour Division before bidding on or working on any State Project.
Construction mechanics include skilled or unskilled mechanics, laborers, workers, helpers, assistants, or apprentices performing physical construction work on state-funded projects. The website link to the Michigan Department of Labor and Economic Opportunity (LEO) is https://www.michigan.gov/leo/bureaus-agencies/ber/wage-and-hour/prevailing-wage and use the tabs for Contractor Registration and Contractor Registration Payment if not already registered.
Bidders should provide evidence of registration with their bids.
2. Federal funds are not being used for this project so the Federal Provisions Addendum is not included in the Bidding and Contract Document and the Byrd Anti-Lobbying Certification is not required.
3. Response to bidder question:
Question: The bid packet includes the attached form labeled "Bid Bond" but most of the information usually required for a bid bond is missing, and there's no place for the surety to sign. It looks like the form is actually meant to be completed by [the Bidder] to identify the bid security we're providing along with company information that would be submitted with a separate bid bond but I can't find any instructions in the specs. I've looked at the state's procurement website as well but couldn't find anything there either.
Response: The Bid Bond form should be completed and submitted with the Bidder’s bid. If a Bidder is using a Bid Bond to meet the bid security requirement, a separate bid bond from the surety should accompany the Bid Bond form.
ACKNOWLEDGEMENT: This Addendum must be acknowledged by the Bidder in the space provided in the Bid Summary and Bid Form. Failing to acknowledge Addenda may be cause for the Bid to be rejected. Addenda will become part of the Contract Documents.
