About this file
This is a Construction Bid Addendum No. 1 issued by the Michigan Department of Technology, Management and Budget (DTMB), Design & Construction Division for the Grand Traverse Harbor Dredging project (File Number 761/25272.SAR). The addendum, dated 7/14/2025, provides updates for the project bid, with a bid opening scheduled for 7/23/2025 at 2:00 pm EDT. Key updates include information about the U.S. Army Corps of Engineers (USACE) working on the break wall from mid-August to late September, requiring coordination between the contractor and USACE to prevent work overlap. The addendum also modifies the supplementary conditions to remove the builder's risk insurance requirement and includes a pre-bid meeting attendance record and responses to bidder questions.
The responses to bidder questions clarify several important project details: Base Bid Items 1-3 and 5 are lump sum, while Base Bid Item 4 is priced per cubic yard. Mechanical dredging is required (hydraulic dredging is not allowed), and contractors can create a temporary spoils pile beyond the 17-foot exclusion area. The project will require coordination with the Houghton County Road Commission for any road closures, and the public boat launch must remain accessible. Dredging permits from EGLE and USACE will be supplied to the contractor, who will also need to coordinate with the U.S. Coast Guard for a Notice to Mariners and potentially obtain a Private Aids to Navigation Permit. A Soil Erosion and Sedimentation Control Permit will not be required for the planned dredging and sediment movement.

RESPONSES TO BIDDER QUESTIONS
1.) The pricing sheet asks for unit pricing. Are you wanting it per cubic yard?
Answer: As described in Article 4 of Section 01025 and as listed in the Bid Quantity column of the Bid Schedule, Base Bid Items 1 through 3 and 5 are lump sum while Base Bid Item 4 is per cubic yard.
2.) Can the road in front of the public dock be partially shut down for 1-2 days for equipment loading and unloading?
Answer: Any shoulder or lane closures would need to be approved and permitted by the Houghton County Road Commission and traffic control would need to meet their requirements. The public boat launch must remain accessible to the public.
3.) Will hydraulic dredging be allowed instead of mechanical?
Answer: No.
4.) Can we create a temporary spoils pile passed the 17 ft exclusion area and move the spoils from there to the final area?
Answer: Yes.
5.) Which permits are being supplied to the contractor and what additional permits may be required.
Answer: Refer to Articles 2.1 and 2.2 of Section 00200 and Article 5 of Section 01140.
Dredging permits from EGLE and USACE will be supplied to the Contractor. The Contractor will be required to coordinate with the U.S. Coast Guard (USCG) to issue a Notice to Mariners and it is anticipated that the Contractor will need a Private Aids to Navigation Permit from USCG. A Soil Erosion and Sedimentation Control (SESC) Permit will not be required for the planned dredging and sediment movement on the stamp sand beach. The Contractor is responsible for obtaining all other permits necessary for performance of the Work.
