District Firewall Solution ITN Summary

This Invitation to Negotiate (ITN) document is issued by the School Board of Seminole County, Florida (SBSC), also known as Seminole County Public Schools (SCPS), seeking proposals for a comprehensive Next Generation Firewall solution. The district requires three firewall appliances comprising one Active/Active High Availability pair for the Education Support Center (ESC) data center and one standalone appliance for the Oviedo High School (OHS) data center, designed to support approximately 60,000 students, 8,000 staff, and 80,000-100,000 concurrent devices across two internet gateways currently operating at 14 Gbps per site with anticipated growth to 20 Gbps over five years. The solution must include turn-key implementation encompassing hardware procurement, installation, testing, commissioning, software licensing, maintenance, warranty, and support services including training for up to three designated district administrators and 24/7/365 technical support. A voluntary pre-solicitation meeting is scheduled for November 6, 2025, at 10:00 AM EST, with proposals due by December 1, 2025, at 2:00 PM EST via the VendorLink portal. Following proposal evaluation, short-listed firms will be notified on December 18, 2025, with oral presentations tentatively scheduled for January 5, 2026, Board approval anticipated for February 3, 2026, and contract term established for three years with an optional two-year renewal period, contingent upon all parties' agreement.

Proposals will be evaluated using an adjectival scoring system (0–4 scale) across six weighted criteria: Experience of Personnel (5%), Technical Approach and Compliance with Specifications (30%), Technical Support Services (15%), References (5%), Price Schedule (40%), and Pass/Fail financial stability documentation. The district does not pay Federal Excise or State of Florida sales taxes; all pricing must be FOB Seminole County, Florida, including packaging, handling, and delivery. Eligible E-Rate products and services may be funded through Federal Universal Service E-Rate funds, with ineligible costs required to be listed separately; proposers must possess a valid SPIN number and FCC Registration Number and comply with all E-Rate program requirements including document retention for ten years. All equipment must be new Original Equipment Manufacturer (OEM) stock, with no used or refurbished equipment acceptable. The contract is subject to appropriation and availability of funds as approved by the School Board, and normal payment terms are Net 30 Days from invoice receipt and acceptance.
