About this file

This is Addendum #1 to Bid-2523, a construction contract opportunity issued by Kenosha County, Wisconsin for the Brighton Dale Links Storage Facility project. The addendum modifies the original bid documents and introduces three project alternates: Alternate #1 for new finishes and hollow metal door installation at the existing cold storage pole building; Alternate #2 for installation of a new fire alarm system for both new and existing buildings; and Alternate #3 for bringing power to the existing cold storage building west of the project site. Bids are due Wednesday, October 9, 2025 at 1:00 pm at the Kenosha County Purchasing Division located at 1010 56th Street, Second Floor, Kenosha, WI 53140. A pre-bid conference was held on September 17, 2025, with an attendee sign-in sheet included. The addendum clarifies specifications regarding exterior steel gauge (26 ga), door specifications (non-insulated, no glass sections), concrete types and thicknesses, lighting reuse requirements, and fire alarm system scope. The general contractor must indicate the number of days required to complete the project and note any final items delayed by weather conditions on the revised bid offer form. October 2nd is identified as the deadline for any additional addenda.

The revised bid offer form requires vendors to provide pricing for the base bid covering all labor and materials per bid terms, conditions, and specifications, plus separate line items for the three alternates. Contractors must also specify lead time to begin work in days after notice to proceed and lead time to complete work in days after work begins, as well as confirm whether work will be complete in 2025 or spring 2026. A bid bond is required. Kenosha County is exempt from federal excise and Wisconsin sales taxes under Wisconsin Statutes 77.54(9a)(b), with CES number 008-1020421892-06. The project involves detailed electrical work including new 200-amp and 100-amp panels, lighting fixtures with specific technical specifications, and comprehensive fire alarm requirements including addressable detectors, manual pull stations, and audio-visual notification devices meeting ADA compliance standards.

ADDED SPECS OR SCOPE OF WORK

1. NEW ALTERNATE #3

I. Provide cost to bring power to existing cold storage building west of the project, as noted on the attached electrical sheet E201 Electrical Power and Lighting Plans. See Revised Bid Offer Form

2. CLARIFICATIONS FOR ALTERNATE #2

I. See attached sheet showing the requirements of the fire alarm.

3. List of Alternates:

I. Alternate #1 – New finishes of existing building II. Alternate #2 – New Fire Alarm of new and existing buildings

III. Alternate #3 – New power for existing west building

QUESTIONS AND ANSWERS

1. For Alternate #1, are we re-using the existing lights or are we installing new ones? If new, what model?

a. The existing lights are going to be re-used. It will be the contractor’s responsibility to remove and re-install at the same locations.

2. Can you please clarify the scope for Alternate #2, Fire Alarm System? What is expected and way of operation?

a. See attached sheet E201 with the added notes in relation to the Fire Alarm.

3. Typical post frame buildings are 29 ga or 26 ga steel. They are calling for 24 gauge.

Please confirm what gauge steel.

a. Exterior panels shall be 26 ga as indicated on specs.

-2-

4. Is the work slated for Spring 2026 and is there a deadline for completion?

a. The hope is that the building will be completed as soon as possible. General Contractor shall indicate how many days will be required to complete the project on the Revised Bid Offer Form, and if there are any final items that would be delayed due to weather conditions.

5. Bid form states Alternate #2 is for the new fire alarm system. Spec Section 09 67 23 - Epoxy Resinous Flooring indicates Alternate No. 2 - Add to Base Bid - New Storage Facility. Shall there be a separate line item for the Base Bid?

a. Disregard Note and spec section 06 67 23. There will be no Epoxy Flooring in this project.

Alternate #2 is for the fire alarm as noted on the plans and bid form.

6. Spec Section 28 31 00 indicates Alternate #3 for the Fire Detection and Alarm. Can you please confirm Bid Offer Form Alternate numbering?

a. Spec section 28 31 00 Fire Alarm Detection and Alarm should read Alternate #2, as indicated on plans and bid form, not Alternate #2 as indicated on specs.

7. Concrete Type C is 8." Stoop slab detail 3/S201 shows a 5" thick stoop slab but also indicates Concrete Type. Can you please confirm which is the correct one?

a. The concrete slab for the storage facility and the concrete apron in front of the OH Doors shall be Concrete Type ‘C’. Disregard the concrete type note on detail 3/S201. The concrete stoop (just the stoop) can be a 5” slab as noted.

8. The drawings state the buildings are for cold storage, and say non insulated doors, but the specifications say insulated doors. Which shall I bid?

a. Door shall be non-insulated as noted on plans.

9. Will you and the architect accept voluntary alternates for door manufacturers?

Please clarify specs @ 2.1 "materials" A-9: calls for doors to have full glass sections "as shown on exterior elevations." Exterior elevations show no glass.

a. We are open to other door manufacturers, as long as they are equal or exceed requirements indicated on specs. Contractor shall submit the door manufacturer information for approval prior purchasing or contracting the door.

b. There is no glass on doors. Disregard note on spec indicating full glass door section.

10. In specifications, section 09 67 23 – Epoxy Resinous Flooring indicates as an alternate #2

– Add to Base Bid. Alternate #2 is already scheduled for New Fire alarm system, do we add an Alternate #3 or will there be an Addendum to cover a new bid sheet or this item.

a. See previous response. There is no alternate for epoxy flooring, Alternate # 2 is for the fire alarm and new Alternate #3 is to bring power to the existing west building.

1) Will there be any additional addendum items coming out?

a. October 2nd will be the last Addendum if there are any additional items.

ATTACHED REVISED PLANS
