About this file
This is a Project Statement from the Michigan Department of Technology, Management and Budget (DTMB) and Department of Natural Resources (DNR) requesting professional architectural and engineering services for electrical upgrades at Mears State Park's Modern Campground. The project involves replacing and upgrading electrical panels and campsite pedestals at the 175-site campground located in Pentwater, Michigan. The proposal is due on June 5, 2025, at 2:00 p.m. Eastern, with a mandatory pre-proposal meeting and walk-through scheduled for May 20, 2025, at the park's headquarters. The project is divided into two priorities: Priority 1 focuses on upgrading the campground's electrical panels to accommodate current and future electrical needs, while Priority 2 involves upgrading approximately 35 campsites with 50-Amp service and improving accessibility.
The project is funded through the state and will be executed in multiple phases, including final design (Phase 500), construction administration/office (Phase 600), and construction administration/field inspection (Phase 700). Proposers are required to provide separate pricing for Priority 1 and Priority 2 services and include reimbursable expenses such as LARA Plan Review fees, EGLE Campground Plan Review fees, and topographical and utility surveys. The desired project schedule indicates a contract award on June 20, 2025, with design kick-off on June 24, 2025, and construction field work beginning on September 6, 2026. The campground is expected to reopen on May 4, 2026, after renovations are complete.

PROJECT DESCRIPTION/SERVICES REQUESTED
On behalf of the Michigan Department of Natural Resources (DNR) Parks and Recreation Division (PRD), the Department of Technology, Management, and Budget (DTMB) is requesting professional architectural and engineering services at the Charles Mears State Park for the assessment, design, bidding, and construction administration of electrical upgrades to the Modern Campground. This request is to provide a Phase 500 Final Design, Phase 600 Construction Administration/Office, and Phase 700 Construction Administration/Field Inspection Services.
Mears State Park Modern Campground was constructed in 1967. The park hosts 175 campsites and provides each campsite with an electrical pedestal providing 30-Amp and 20-Amp outlets for power hookup. The campground has a single common toilet/shower building constructed in 2000. The electrical panels that serve the campground provide power to all campsites, the campground toilet/shower building, the park office/maintenance building, and the contact station. Park staff operate from the headquarter office/maintenance building adjacent to the campground and from the Contact Station at the park entrance, both constructed in 1965. Consumers Energy is the utility provider for electrical power to the campground.
The existing electrical panels serving the Modern Campground were installed in 1992 and are deteriorated due to prolonged exposure to the weather and moisture. The circuits frequently trip when the park is at full capacity and on very hot days when campers use air conditioners. The Park has erected a canopy over the electrical panels for shade to prevent overheating on sunny days and reduce tripping. During the summer of 2024, emergency repairs were performed to replace a damaged bus bar. The electrical panels have exceeded their service life and full replacement is required.
Priority 1 – Campground Electrical Panel Upgrade The Priority 1 scope of the project is to replace and upgrade the existing electrical panels that serve the Modern Campground. The new panels must be sized to accommodate the current electrical campground/park functions and include growth capacity for future demands. The panels must also be sized to accommodate future upgrades to approximately 35 campsites with 50-Amp service as required by the current electrical code and EGLE Campground requirements. The new design should accommodate future underground line upgrades to all campsite pedestals. A cooling system must be designed into the new electrical panel equipment. The PSC must coordinate with the utility company for necessary upgrades to Consumers Energy service and equipment resulting from this scope. The design of the electrical upgrades should minimize long-term operational costs.
Priority 1 scope should include an electrical infrastructure evaluation of the entire campground. The PSC must perform an evaluation of all existing campground equipment, including condition and power consumption, future needs, and code compliance. The evaluation should provide a conceptual electrical distribution system solution and an opinion of construction cost.
Priority 2 – Campsites Electrical Pedestals Upgrade The Priority 2 scope of the project is to upgrade approximately 35 campsites with 50-Amp service as required by the current electrical code and EGLE Campground requirements. Evaluate existing underground lines and all existing campground pedestals and upgrade if required due to capacity limits or poor condition of the existing equipment. Evaluate the current campground for accessibility and provide site design to upgrade approximately 10 campsites to meet current accessibility requirements, including concrete pads and accessible electrical pedestals. The PSC will include a topographical survey of the entire campground and a utility survey as a Phase 500 reimbursable expense.
