About this file
This is a Questions and Answers document for a Sources Sought notice issued by NOAA for an Architect-Engineer (AE) Indefinite Delivery Indefinite Quantity (IDIQ) contract covering Eastern and Western regions.
The document clarifies five key points regarding the solicitation requirements. First, NOAA is primarily seeking firms with experience developing Design-Build RFP documents, though other Design-Build project experience may be submitted. Second, the response page limit is corrected to 10 pages single-spaced or 5 pages front and back in PDF format. Third, selected firms are expected to service the entire region (Eastern and Western regions), though they may be asked to provide services elsewhere in the U.S. in rare instances. Fourth, the opportunity is set-aside exclusively for small business contractors, as confirmed by NOAA. The document does not address specific response dates, award dates, pricing terms, or other contractual details, as it serves solely to clarify ambiguities in the sources sought notice instructions.

Sources Sought for AE IDIQ – Eastern and Western Regions
Questions and Answers (rev1)
1. The instructions say to provide a “Summary of three (3) projects where the firm developed requirements documents for DB delivery.” Does this mean full design Design-Build projects, or Design-Build RFP Document Preparation?
NOAA Response: We are primarily interested in the firms' experience developing Design- Build RFP Documents. You may submit other Design-Build experience if desired.
2. In one place it says responses are not to exceed 10 pages, and in another place, it says 4 pages front and back (8 pages). Can you please confirm the page limit for our response?
NOAA Response: The page number is corrected to reflect 10 pages single print and five (5) pages front and back, in PDF format.
3. Section 4 states “not to exceed 10 pages”. But Instruction for Response state “PDF, 4-page limit, front and back”.
Response: Refer to Question #2.
4. Will these be further separated into states, or will the firms need to service the entire region?
Response: The firms are expected to service the entire region. The firms may be asked to provide services in the rest of the U.S., but this would likely be in rare instances.
5. We see that this opportunity is in the market research phase, and on sam.gov that it is classified as a small-business set-aside. Could you confirm if this opportunity is a set-aside?
Response: Yes, this will be set-aside as a small business.
