About this file

This is a Questions and Answers document for a Sources Sought notice issued by NOAA for an Architect-Engineer (AE) Indefinite Delivery Indefinite Quantity (IDIQ) contract covering Eastern and Western Regions.

The document addresses three clarifications regarding submission requirements. First, vendors may submit experience from design-build projects where they were part of the design/build team that prepared the design, or from Design-Build RFP document preparation efforts—both qualify as acceptable project examples. Second, NOAA corrected conflicting page limit requirements stated elsewhere in the solicitation: responses must not exceed 10 pages single-spaced or 5 pages double-sided (front and back), submitted in PDF format. This clarification resolves the discrepancy between the original 10-page limit referenced in Section 4 and the 4-page limit mentioned in the response instructions.

Questions and Answers

1. The instructions say to provide a “Summary of three (3) projects where the firm developed requirements documents for DB delivery.” Does this mean full design Design-Build projects, or

Design-Build RFP Document Preparation?

NOAA Response: If the vendor was part of a design/build team that prepared the design, you can submit that experience too.

2. In one place it says responses are not to exceed 10 pages, and in another place, it says 4 pages front and back (8 pages). Can you please confirm the page limit for our response?

NOAA Response: The page number is corrected to reflect 10 pages single print and five (5) pages front and back, in PDF format.

3. Section 4 states “not to exceed 10 pages”. But Instruction for Response state “PDF, 4-page limit, front and back”

Response: Refer to response to Question #2.
