About this file
This Addendum 2 to the Dartmouth DCTV renovation project modifies the bidding documents for the Town of Dartmouth's exterior renovation work at 247 Russells Mills Road, South Dartmouth, Massachusetts. The addendum, issued August 3, 2026, adds unit pricing line items for plywood underlayment replacement (per square foot), additional trim replacement above called-out scope (per linear foot), and 2x6 pressure-treated framing replacement at termite-damaged areas (per linear foot). The document reissues the bid forms to include unit price information and provides a right-sized drawing set at 24x36 inches, with alternative access via Dropbox link. A questions and answers section clarifies project scope, including confirmation that electrical fixtures are to be removed and new ones installed only in select locations; band board replacement is localized to rotted sections on the east elevation addition; ramp railings (not the ramp itself) are to be replaced; a full-time superintendent is not required, only during active construction; the project duration is three months; hazardous materials testing was completed in 2017 with window caulking found free of asbestos, though contractors must assume all exterior paint contains lead; and a Heavy-Duty Dehumidifier Model H-12683 from ULINE is specified for Alternate 3. The addendum also incorporates a Limited Asbestos Building Materials Inspection Report dated January 15, 2017, which documents identified asbestos-containing materials including air cell and grey pipe insulation with chrysotile content and contaminated soil in the basement and kitchen crawl spaces, with recommendations for proper removal by licensed asbestos contractors.
The updated bid forms require contractors to acknowledge receipt of Addendum 2 and provide a total proposed contract price along with costs for three alternates (elimination of roof overhang scope, substitution of white cedar for red cedar shingles, and basement dehumidifier installation) and unit pricing for the three newly specified line items. General bidders must include sub-bids for painting work (Section 09 0009) and certify they have been in business under their present name, have not failed to complete awarded work, and can provide three recent historic restoration projects of similar nature. Sub-bidders must certify OSHA 10-hour safety training completion for all employees, comply with prevailing wage requirements, and provide evidence of similar recent project experience. The documents require performance and payment bonds equal to the contract price and establish a bona fide bid certification under penalty of perjury, with bidders further certifying they are not debarred from public construction work under Massachusetts General Laws.

1.0 EXECUTIVE SUMMARY
ATC Group Services, LLC (ATC) was retained by Mr. Peter Chasse to perform an asbestos building materials survey in support of the upcoming renovation project at the Community Television Building Basement, which is located at 247 Russells Mills Road, in Dartmouth, Massachusetts. The inspection was performed in accordance with ATC Proposal 060-2016-0445.
ATC’s scope of work for the asbestos materials building inspection included a limited survey for asbestos-containing materials (ACM). As a part of this inspection, ATC performed a limited asbestos inspection in representative interior areas of the basement and crawl space areas, to the degree feasible. In addition, ATC performed an inspection of the exterior basement window areas. ATC did not perform an inspection of roofing areas, foundation wall areas below grade, or any other areas of the building not included in the scope of work for this survey.
1.1 Asbestos
Section 2.0 discusses the ACM survey and sampling methodology. This survey involved a visual inspection, inventory, and bulk sampling of suspect ACM, including locating and quantifying the identified ACM. ATC inspected representative interior and exterior basement areas as a part of this inspection. In addition, ATC performed an inspection of the exterior basement window areas. ATC did not perform an inspection of roofing areas, foundation areas below grade, or any other areas of the building not included in the scope of work for this survey.
The asbestos survey was performed by a Massachusetts Division of Labor Standards (DLS)-certified Asbestos Inspector Logan Fitzgerald (AI-900711) on December 29, 2016. A total of twenty-eight (28) samples of suspect ACM were collected with twenty-four (24) analyzed to determine asbestos content. The ATC inspector performed both the visual inspection and bulk sampling in the building according to methods outlined in the U.S. Environmental Protection Agency (EPA) guidance document titled, "Guidance for Controlling Asbestos-Containing Materials in Buildings" (Document No. 560/5-85/024). The Polarized Light Microscopy (PLM) bulk sample analytical results are included in Appendix A.

2.0 ASBESTOS CONTAINING MATERIALS SURVEY
2.1 Sampling Methodology
The survey was performed by Mr. Logan Fitzgerald, a Massachusetts DLS-certified Asbestos Inspector (License No. AI-900711), on December 29, 2016. Bulk samples, representing individual homogenous areas of suspect materials, were collected in a randomly distributed manner, in accordance with the methods outlined below.
Building materials generally exist in the form of thermal systems insulation (TSI), surfacing materials, and miscellaneous materials. The following generally illustrates the sampling strategy employed by ATC where feasible:
(a) Surfacing materials - In a randomly distributed manner, collect bulk samples of surfacing materials, representative of each homogeneous area, and not assumed to be ACM.
(1) Collect at least three (3) bulk samples from each homogeneous area that is less than or equal to 1,000 square feet (ft2).
(2) Collect at least five (5) bulk samples from each homogeneous area that is greater than 1,000 ft2, but less than or equal to 5,000 ft2.
(3) Collect at least seven (7) bulk samples from each homogeneous area that is greater than 5,000 ft2.
(b) Thermal systems insulation -
(1) In a randomly distributed manner, collect at a minimum, three (3) bulk samples of thermal systems insulation material, representative of each homogeneous area, and not assumed to be ACM.
(2) Collect, at a minimum, one (1) bulk sample of patched thermal systems insulation, representative of each homogenous area, and not assumed to be ACM, providing the section of patch was less than six (6) linear or square feet.
(3) Collect, at a minimum, three (3) representative bulk samples of each insulated mechanical system not assumed to be ACM, including, but not limited to cementitious material used on pipe fittings such as tees, elbows, or valves.
Representative sampling was conducted in a manner sufficient as to identify whether each homogenous area is either asbestos or non-asbestos containing.
(4) Bulk samples are not required to be collected from any homogeneous area where the accredited asbestos inspector has determined that the thermal systems insulation is a non-suspect material (i.e., fiberglass, foam glass, rubber, or any other non-ACM).
(c) Miscellaneous materials - Collect, at a minimum, two (2) representative bulk sample of each miscellaneous material not assumed to be ACM, including, but not limited to ceiling tiles, floor tiles, associated floor tile mastic, roofing materials, waterproofing, etc.
Representative sampling was conducted in a manner sufficient as to identify whether each homogenous area is either asbestos or non-asbestos containing.
2.2 Asbestos-Containing Materials
ATC conducted the asbestos survey in representative areas, including accessible interior and exterior areas throughout the Basement, located at 247 Russells Mills Road, in Dartmouth, Massachusetts. In consideration that the building is scheduled for renovation, ATC performed limited exploratory renovation, to the degree feasible, in representative interior locations of the basement to identify the presence of hidden ACM. ATC did not perform an ACM inspection of any roofing material. Note that ATC did not survey any materials located outside of the basement and kitchen crawl space.
The following table presents a list of the identified, confirmed ACMs and assumed ACMs in the buildings.
Note: ACM is defined by the MA DEP as any material or product containing one percent or greater asbestos by weight.

1 The air cell pipe insulation was found to contain asbestos. The material is located on pipes within the crawl space and has become deteriorated and debris from this material is located throughout the soil floor.
ATC has provided an assumed quantity for this material based on observations throughout the representative crawl space area.
2 The soil in the crawl space is contaminated with asbestos containing pipe insulation. ATC recommends that as a part of the abatement project in this area that two (2) inches of top soil will need to be removed.
ATC has provided an assumed quantity of this material based on observations throughout the representative crawl space area.
3 The pipe insulation was found to contain asbestos. The material is located on pipes within the kitchen crawl space and has become deteriorated and debris from this material is located throughout the soil floor.
The kitchen crawl space is a separate area from the crawl space located in the basement. ATC has provided an assumed quantity for this material based on observations throughout representative kitchen crawl space area.
The following table presents a list of suspect materials in the building that were determined not to contain asbestos, based upon laboratory analysis of samples.

2.3 Analytical Method
Bulk samples of suspect materials were analyzed by Asbestos Identification Laboratory, of Woburn, Massachusetts (AIL) using the EPA approved method (EPA/600R-93/116) for polarized light microscopy with dispersion staining (PLM/DS), using the visual estimation technique for asbestos quantification. By using the PLM/DS method, a trained microscopist is able to identify and distinguish between asbestos group minerals and other fibrous materials such as cellulose (paper), mineral (rock), wood or glass fiber.
The quantity of each of these substances is estimated on a weight basis and recorded as a percent. Only the asbestos content, if any, is recorded in the bulk sample ‘Report of Analysis’ (Appendix A). If a material contains 1% asbestos or greater, it is considered to be asbestos-containing material. Upon client request, or at the recommendation of the analyst, the ‘Point Counting Method’ may be used to verify the presence/absence of asbestos when a sample contains less than 10% asbestos by visual estimate.
AIL is certified by the Massachusetts DLS (certification #AA000208) to perform all types of asbestos analysis. AIL, is also accredited by the EPA National Voluntary Laboratory Accreditation Program (NVLAP).
The PLM/DS analytical method is modeled after 40 CFR Part 763, Subpart F, Appendix A: "Interim Method for the Determination of Asbestos in Bulk Insulation Samples."
2.4 Consideration for Hidden Materials
ATC’s scope of work for the asbestos materials building inspection included a limited survey for asbestos-containing materials.
Note that ATC did not disassemble mechanical equipment or electrical gear that may have suspect ACM internal components.
ATC recommends that if a suspect material has not been positively identified, but is similar in mode of occurrence or physical properties as other identified ACM, it should be considered asbestos containing.
Only through further sampling and analysis should a suspect material be identified as non-asbestos.
2.5 Recommendations
ATC recommends that all identified ACM that may be impacted in the future be properly removed and disposed by a Massachusetts-licensed Asbestos Contractor prior to disturbance.
ATC recommends that precautions be taken to prevent unauthorized disturbance of ACM identified in this report.

Asbestos Identification Laboratory
Dear Bryan Thompson, Thank you Bryan Thompson for your business.
Michael Manning Owner/Director
Asbestos Identification Laboratory has completed the analysis of the samples from your office for the above referenced project .
The information and analysis contained in this report have been generated using the EPA /600/R-93/116 Method for the Determination of Asbestos in Bulk Building Materials. Materials or products that contain more than 1% of any kind or combination of asbestos are considered an asbestos containing building material as determined by the EPA. This Polarized Light Microscope (PLM) technique may be performed either by visual estimation or point counting. Point counting provides a determination of the area percentage of asbestos in a sample. If the asbestos is estimated to be less than 10% by visual estimation of friable material, the determination may be repeated using the point counting technique. The results of the point counting supersede visual PLM results. Results in this report only relate to the items tested. This report may not be used by the customer to claim product endorsement by NVLAP or any other U.S. Government Agency.
Laboratory results represent the analysis of samples as submitted by the customer. Information regarding sample location, description, area, volume, etc., was provided by the customer. Asbestos Identification Laboratory is not responsible for sample collection activities or analytical method limitations. Unless notified in writing to return samples, Asbestos Identification Laboratory discards customer samples after 30 days. Samples containing subsamples or layers will be analyzed separately when applicable. Reports are kept at Asbestos Identification Laboratory for three years. This report shall not be reproduced, except in full, without the written consent of Asbestos Identification Laboratory.
