About this file
This is a Sole Source Justification (SSJ) document for a simplified acquisition (between $10,000-$250,000) to lease two travel trailer lots/pads from Gulf Breeze Mobile Home Park in Clearwater, FL. The lots will be used to place temporary housing units for applicants requiring assistance after Hurricanes Helene and Milton.
The Fixed Firm Price contract has a base period of three months starting February 2024, with five six-month options available for a total performance period of 18 months. The funding comes from Disaster Relief Funds for 4828DR-FL and 4834DR-FL during Fiscal Years 2025 and 2026. Market research conducted on October 25, 2024, involved calling ten potential vendors to establish fair and reasonable pricing. The sole source justification is based on only one source being reasonably available, with the document noting that this is one of many contracts needed to supply hundreds of housing units, and delays in approval would reduce pad inventory and delay housing for disaster survivors.
