About this file

This is a Sole Source Contract Filing Justification for Agreement #25007 between the Washington Hop Commission and Bryant Christie Inc. The contract involves providing specialized services for harmonizing international pesticide regulatory standards and maintaining the hop industry's Maximum Residue Limit (MRL) database, which is critical for exporting hops to over 60 customer countries. The sole source posting was made on December 11, 2024, with the response period still active. The contract will continue the industry's efforts to harmonize regulatory requirements, ensure continued market access, and provide monthly updates to the MRL database that informs hop shippers about acceptable pesticide residue levels for each export market.

The contract's rates are described as comparable to other contracts administered for similar levels of technical expertise, with the total amount consistent with previous years. Bryant Christie Inc., identified as a small business, has been the sole provider of these services for 30 years with an outstanding performance record. The justification notes that no other U.S. firm has been identified with comparable expertise in this specific scope of work, and changing contractors would be problematic due to the multi-year nature of international trade issues and the specialized knowledge required for maintaining uninterrupted hop exports, which represent nearly 50% of Washington's hop production.

Sole Source Contract Filing Justification Washington Hop Commission Agreement # 25007

Specific Problem or Need

The US Hop Industry exports nearly half of the annual crop to over 60 customer countries. Each of those countries have unique regulatory requirements impacting imported foods. This contract will continue the industry's efforts to harmonize those regulatory requirements and ensure continued access. In addition, the contract will continue funding for maintenance of the hop industry's MRL (Maximum Residue Limit) database, which is updated monthly and provides hop shippers with current information regarding acceptable pesticide residue levels for exports to each customer country.

Sole Source Criteria

Bryant Christie Inc. offers highly specialized services and unique qualifications to secure harmonized international pesticide regulatory standards for the hop industry. Past performance by BCI on this project has been outstanding. In addition, activities conducted by BCI for the hop industry during the past 30 years eliminate any delay in implementation of this project, as no "learning curve" is necessary. This fact substantially improves the cost-effectiveness of the project and increases anticipated results.

Through 30 years of involvement in this area of issue management the Washington Hop Commission has not identified any other firm in the US that offers this specific scope of expertise and services.

Bryant Christie Inc. is a small business.

With nearly 50% of Washington and US hop production destined for export to over 60 customer countries, it is critical that chemical residue standards be compatible to ensure uninterrupted trade. The Washington Hop Commission is responsible for managing pesticide issues, including international harmonization of regulatory standards, for the benefit of Washington hop producers and to maintain export levels of this crop. This contract is critical to fulfilling the mission of our agency, allowing growers the ability to use critical plant protection tools in a manner that will offer the best control of serious pest and disease issues. Bryant Christie Inc. has successfully represented the hop industry on these issues for 30 years and has an excellent record of success. These issues generally span more than one year, so it would be very difficult to shift to a different contractor, if one could even be found who could provide comparable services.

Exports of over half of the Washington hop crop would be in danger of rejection by customer countries, as growers and shippers would have no guidance on requirements and restrictions for each individual market.
