About this file

This document is a Single Source Certificate of Conditions and Circumstances form from the City of Tampa, Florida, for Automated Building Control Systems, Inc. on behalf of KMC Controls. The document requests a single source procurement for HVAC Energy Management System (EMS) software and hardware installation, including component service and programming of sequences of control for various city facilities. The contract covers multiple municipal buildings and centers, such as TMOB, TPD HQ, OCH, TFR Headquarters, CMOB, Solid Waste Administration, MLK Gym, Cyrus Green Community Center, Wayne Papy Community Center, Port Tampa Community Center, Fire Stations 4-7, and several other city facilities.

The estimated annual expenditure for this single source procurement is $75,000.00. The justification for the single source status includes KMC Controls' existing installation of environmental control and monitoring equipment in numerous city facilities, their comprehensive representation of the product for the Central Florida Area, and their ability to provide seamless integration of building control systems across multiple city locations. The document highlights the benefits of using a single platform that minimizes compatibility issues and provides optimized system integration, which cannot be easily accomplished through a traditional competitive bidding process.

This KMC Controls platform is represented by Automated Building Control Systems, Inc., who is the only certified representative and service provider of this product for the Central Florida Area. Several Departments throughout the City of Tampa, in an effort to consolidate software licensing and reduce parts inventory for maintenance and repair of control systems, utilize KMC Controls and the services of Automated Building Control Systems, Inc. Such City-Wide facilities include TMOB, TPD HQ, OCH, TFR Headquarters, CMOB, Solid Waste Administration, MLK Gym, Cyrus Green Community Center, Wayne Papy Community Center, Port Tampa Community Center, Fire Stations-4, 7, 11, 12, 13, 19, 22, 23, Seminole Heights Garden Center, Springhill Community Center, Tampa Theatre, along with new facilities at Hanna Street - City Center, Fair Oaks Community Center, Kid Mason Community Center, David L.
