About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Commerce, specifically involving the Office of Broadband. The procurement is for ESRI Geographic Information System (GIS) Software Licenses, targeting ArcGIS mapping software to assist in broadband location fabric deployment and updating. The contract is for a 12-month term from May 2025 to April 2026, with a total contract value of $163,525.00, and was initially posted on April 21, 2025, with the last day for receipt of information set for May 12, 2025 at 12:00 PM.

The single-source procurement is uniquely justified by ESRI's proprietary geospatial storage method and geodatabase (GDB) format, which enables the Florida Broadband Office to create and maintain up-to-date broadband deployment maps. The software will support tracking new broadband infrastructure projects funded through the American Rescue Plan Act and Infrastructure Investment and Jobs Act, with the primary goal of identifying current broadband access, preventing duplicate coverage areas, and verifying new project areas. The ESRI Enterprise Advantage Program (EEAP) will provide mapping licenses, training, consultation, and support necessary for maintaining awareness of existing and proposed broadband internet service assets in Florida.

The Office of Broadband requires a mapping license and tools to track the significant number of new broadband infrastructure projects to take place with funding from Federal Grant Programs associated with the American Rescue Plan Act and the Infrastructure Investment and Jobs Act.

An initial base map identifying current broadband access will be updated as projects are approved and completed to ensure there are no duplicate areas of coverage while verifying new areas proposed are not already covered by an internet service provider. This will allow the Florida Broadband Office to have the most current up-to-date broadband deployment map possible.

$163,525.00

The EEAP provides mapping licenses, training, consultation, and support necessary to maintain awareness of existing and proposed broadband internet service assets in Florida.

The ArcGIS software provided by ESRI is built around a proprietary geospatial storage method, the ESRI geodatabase (GDB). As the owner of both the ArcGIS software suite and the proprietary GDB format, the office will sole source this software from ESRI.
