About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Commerce involving ESRI Geographic Information System Software Licenses. The Florida Department of Commerce's Office of Broadband intends to purchase ArcGIS mapping software licenses from Environmental Systems Research Institute (ESRI) for a 12-month term from May 2025 to April 2026, with a total contract value of $163,525.00. The procurement is specifically for proprietary ESRI Enterprise Advantage Program (EEAP) licenses, associated training credits, and mapping tools to support tracking broadband infrastructure projects funded through the American Rescue Plan Act and Infrastructure Investment and Jobs Act.
The single source justification centers on ESRI's proprietary geospatial storage method and geodatabase (GDB) format, which makes ESRI the sole provider of this specific software suite. The Office of Broadband will use these mapping licenses to create and update base maps identifying current broadband access, verify new project areas, and ensure no duplicate coverage exists among internet service providers. The document indicates the purchase was approved by multiple officials including the Broadband Director, Budget Liaison Coordinator, and Chiefs of Broadband Funds and General Services, with the procurement following specific Florida statutory guidelines for single-source purchases.

An initial base map identifying current broadband access will be updated as projects are approved and completed to ensure there are no duplicate areas of coverage while verifying new areas proposed are not already covered by an internet service provider.
