STATEMENT OF WORK

PORT HUENEME DIVISION

FINGERPRINTING SERVICE

1.0 INTRODUCTION

Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), as part of the security requirements for employment, requires prospective employees and interns to submit electronic fingerprints using the Office of Personnel Management (OPM) approved Secure Web Fingerprint Transmission Plus (SWFT PLUS) in support of their background investigations per NAVADMIN 152/19. As NSWC PHD does not have the resources (facilities, hardware, software, training, etc.) to perform electronic fingerprint capture and transmission of fingerprint electronic files, a commercial service vendor that can provide fingerprinting services is required.

In addition to meeting service requirements, the vendor must have performed the Federal Information Systems Management Act readiness assessment and have an ISO 9001:2015 Quality Management System certification.

2.0 SCOPE

A commercial service vendor is required, on behalf of NSWC PHD, to collect electronic fingerprints of prospective employees and interns and to save the prints in the required electronic format for submission via SWFT PLUS. The vendor is required to provide electronic fingerprint capture and electronic file transmission services. Submission of fingerprints electronically provides improved image quality, reduced rejection rates and faster processing time. The vendor must be a Federal Bureau of Investigation (FBI) approved channeler, allowing the vendor to submit fingerprints to and to receive the results directly from the FBI. The vendor must be ISO 9001:2015 Quality Management System certified with twenty-one distinct internal processes that contain systemic quality controls to ensure strict quality standards are met in every fingerprinting service provided.
