About this file

This document is a Brand Name/Sole Source Justification under $250K for the Naval Surface Warfare Center Port Hueneme Division (NSWC PHD). The document justifies sole source procurement of electronic fingerprint services from Fieldprint Inc. to meet Department of Navy requirements outlined in NAVADMIN 152/19. Specifically, Fieldprint Inc. is the only vendor that meets critical requirements, including being an FBI-approved channeler with nationwide fingerprint collection sites, capable of transmitting electronic fingerprints via Secure Web Fingerprint Transmission Plus (SWFT PLUS) system.

The justification is based on market research conducted with 20 FBI-approved channelers, where only five responded and Fieldprint Inc. was the sole provider meeting electronic fingerprint, SWFT PLUS transmission, and continental/overseas location requirements. The document emphasizes that without Fieldprint Inc.'s services, NSWC PHD would be unable to onboard new talent or process security clearances, potentially impacting mission-critical objectives. The procurement is authorized under 10 U.S.C. 2304(c)(1) for a sole responsible source, with a commitment to continue market research for potential future competition.

Brand Name/Sole Source Justification under $250K

PID Number: 25-SIMACQ-BD3-0048

Department: Security, Code 105

Company Name/Brand: Fieldprint Inc.

Description of Product, Supplies or Services required to meet the agency’s needs:

Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) requires Fieldprint Inc.

services for the electronic capture of fingerprints and the transmission of fingerprint information via Secure Web Fingerprint Transmission Plus (SWFT PLUS) (per NAVADMIN 152/19) for use in background investigations and security clearance adjudication.

Identification of Justification Rationale:

☐ The Material or service must be compatible with aspects (Form, Fit, and Function) with existing systems presently installed.

☐ A patent, copyright, proprietary data, or licensing agreement limits competition.

☒ These are “direct replacement(s)” parts/components for existing equipment.

☐ Urgency.

Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c)(1). Only one responsible source and no other supplies or services will satisfy agency requirements. IAW FAR 6.303-2(b)(4).

Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface.

**If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.

NSWC PHD requires a reliable and efficient method for collecting and transmitting electronic fingerprints for prospective employees and interns, as well as personnel requiring clearance upgrades. This need arises from the Department of the Navy's mandate to utilize the Office of Personnel Management approved Secure Web Fingerprint Transmission Plus (SWFT PLUS) system for all background investigations, as per NAVADMIN 152/19.

The selection of Fieldprint, Inc. for electronic fingerprint services is based on the company's unique ability to meet a combination of critical requirements that no other vendor currently offers. These requirements are:

FBI Approved Channeler: NAVADMIN 152/19 mandates the use of SWFT PLUS for electronic fingerprint submissions to support FBI fingerprint searches. This necessitates the use of an FBI-approved channeler like Fieldprint, Inc. Only FBI-approved channelers are authorized to transmit electronic fingerprints through SWFT PLUS and receive criminal history record information (CHRI) from the FBI on behalf of authorized recipients like

NSWC PHD.

SWFT PLUS Transmission Capability: Fieldprint, Inc.'s status as an FBI-approved channeler directly translates to its capability to transmit electronic fingerprints via SWFT PLUS, complying with the Department of Defense and DCSA requirements. This seamless integration with existing systems is crucial for efficient and secure data transfer.

Extensive Geographic Coverage: Fieldprint, Inc. is unique in its nationwide coverage, offering a network of fingerprint collection sites across all 50 U.S. states, the District of Columbia, Guam, Puerto Rico, and the U.S. Virgin Islands. This extensive reach is critical for NSWC PHD, as its applicant pool is geographically diverse, and relying on local providers has proven inefficient and caused delays in onboarding.

Electronic Fingerprint Capture: Fieldprint, Inc. provides electronic fingerprint collection and processing services that align with NAVADMIN 152/19's requirement for electronic submissions through SWFT PLUS. This ensures compliance with mandated procedures and eliminates the need for cumbersome paper-based processes.

Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.

NSWC PHD conducted market research to identify compliant fingerprint service vendors.

Fieldprint, Inc. is the only vendor that meets NSWC PHD’s requirement for a vendor to have electronic fingerprint collection sites across the United States and its territories. Specifically, no vendor, other than Fieldprint, Inc. is a FBI-approved channeler status with the required extensive geographic coverage. This combination is essential for NSWC PHD to meet its mandated security clearance requirements and maintain operational efficiency with a geographically diverse workforce. Without a fingerprinting solution that meets the essential requirements, NSWC PHD would be unable to onboard new talent or process security clearances, directly impacting its ability to fulfill mission-critical objectives. In fact, a failure to utilize Fieldprint, Inc. services would have significant and detrimental impacts on NSWC PHD’s operations and, in order to avoid those impacts, NSWC PHD would incur a substantial duplication of cost that is not expected to be recovered through competition in order to contract with multiple vendors at additional cost to achieve the same geographic coverage seamlessly available through Fieldprint.

Therefore, as stated, Fieldprint, Inc.'s unique combination of FBI-approved channeler status, SWFT PLUS compatibility, extensive geographic reach, and electronic fingerprint capture capabilities makes them the sole source provider capable of meeting NSWC PHD's critical requirements. Awarding the contract to any other vendor would result in significant delays, increased costs, administrative burdens, and potential security risks. The potential consequences of not securing a contract with Fieldprint, Inc. are severe and would directly impede NSWC PHD's ability to fulfill its mission.

Market Research Conducted:

Market research was conducted through requests for quotes of price and availability. Twenty

(20) FBI approved channelers were contacted via email or through vendor website (Accurate Biometrics, Advanced Onion Inc, American BioIdentity Inc, Automation Designs & Solutions Inc, Biometrics4All Inc, Datamaxx Technologies Inc, Digital Trusted Identity Services LLC, Fieldprint, I3, ISI, Kinsey Consulting LLC, National Background Check Inc, PERSEC PROS, Personnel Security Management, Personnel Security Professionals LLC, Screen ID, Sterling Identity, Telos Identity Management Solutions LLC, TRP Associations LLC and VET Connex).

Only five (5) responses were received. Of the five (5) responses, Fieldprint Inc. is the only service provider that meets the electronic fingerprint, SWFT PLUS transmission and CONUS and OCONUS location requirements.

Statement of Actions, if any to Remove Barriers to Competition in the Future:

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
