About this file
This document is a Sole Source Justification for the Naval Foundry and Propeller Center (NFPC) to procure certification services for Faro Technologies laser tracking equipment. The requirement involves cleaning, calibrating, and providing B-89 certification for sixteen (16) Faro Laser Trackers, three (3) Laser Tracker Probes, two (2) Arms, and two (2) Arm Scanners owned by NFPC. The period of performance is one year with an estimated cost of $134,585.54, and the requirement will be sole sourced to Faro Technologies Inc. (CAGE: 0VGY2).
The justification is based on Faro Technologies being the Original Equipment Manufacturer (OEM) with exclusive rights to provide recertification services. Market research conducted by NFPC, including OEM contact and internet searches, found no alternative vendors. Faro confirmed in a letter dated October 30, 2024, that they do not allow third-party vendors to perform these services. The annual recertification is critical to meet the Navy's METCAL program requirements, and failure to obtain these services would render the laser equipment unusable. The due dates for individual equipment certification range from 3/20/2025 to 11/15/2025.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON
CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE
ACQUISITION
NFPC currently owns equipment produced by Faro Technologies which are vital to the production of components utilized by the Navy to meet critical deadlines for the production and repair of the Navy’s propels. Every year, the trackers, arms, scanners, and probe need to be recertified by the Original Equipment Manufacturer (OEM) to meet the requirements of the Navy’s METCAL program. The re-certification by the OEM shall inspect, clean, calibrate, and provide necessary repairs to meet the B-89 certification.
Since Faro Technologies is the OEM for this equipment and has exclusive rights, there is no other 3rd party vendor that can provide these required services. Faro confirmed on October 30, 2024, in a letter, that they do not allow any 3rd party vendors to provide these services. Failure to procure these services by Faro shall make these lasers unusable, because the Government is required to have the lasers re-certified for use.
3. MARKET SURVEY
Market research was conducted by contacting the OEM, past awarded contracts and internet searches for other vendors and suppliers. As a result, the Government did not identify any alternative options for this requirement. NFPC shall consider other vendors if they provide substantial evidence that they can reliably re-certify the Faro lasers.
