Testing (EQT) on the ETI Technologies branded UPS In accordance with regulations in the Hardware Requirements Specification (HRS) v5.6.1 BL 3.5, any fielded weapons system that is to be installed must first pass EQT using the same configuration of components, assembled in the same manner in order for that configuration to be approved for installation onboard U.S. Navy ships. Therefore, after ensuring that the ETI Technologies part met the above stated requirements, the Navy then conducted EQT on the Rack using ETI Technologies branded UPS to verify the equipment can perform reliably under specified environmental conditions throughout its intended operational life. The EQT involved exposing components or systems to various stresses like temperature, vibration, and humidity, and evaluating their performance and functionality. No other brand of UPS underwent EQT within the and, therefore, no other brand of UPS has been tested, verified, and approved for use within the (and ultimately the stated configurations) onboard U.S. Navy ships.
Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name:
As stated, the ETI branded UPS is the only brand of ETI that has passed EQT within the for the configurations and, therefore, is the only brand of UPS that can be used onboard U.S. Navy ships within the respective fielded weapons system. Additionally, since ETI is the Original Equipment Manufacture of this UPS, holds proprietary design data with sole rights to the source control drawing, and has no authorized third-party vendors, ETI is the only source capable of repairing the UPS. In other words, no other source can repair ETI’s UPS within the configurations . Therefore, the use of another source would require NSWC PHD to procure an entirely new brand of UPS rather than merely evaluate and repair it. NSWC PHD would not only have to identify and procure an entirely new brand of UPS that meets the requirements to fit within the configurations but would also have to undergo additional EQT to verify and approve the compatibility and functionality of the new brand of UPS within the respective fielded weapons system. This effort would result in a substantial duplication of cost of approximately that is not expected to be recovered through competition.
Market Research Conducted:
Numerous sources were contacted to assess material requirement compatibility (i.e., does the material meet our requirements), obtain pricing information, and obtain product availability. We looked at product, price, and availability information for all required items from all Mandatory Sources first. Neither UNICOR (Federal Prison Industries), AbilityOne, the Federal Supply System, FEDMALL nor GSA Advantage were able to provide us with the items needed. ETI confirmed that it holds proprietary rights to its UPS and it has no authorized third-party vendors that can provide and/or service NSWC PHD’s ETI branded UPS.
Contract specialist posted a sources sought to SAM.gov from 05/05/2025 – 05/19/2025 and received one response from a capable source.
Statement of Actions, if any to Remove Barriers to Competition in the Future:
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
