Subject: Seoul New Embassy Compound - Demolition
NOTICE TYPE: THIS REQUEST FOR INFORMATION (RFI) IS ISSUED TO DETERMINE IF SOURCES CAPABLE OF SATISFYING THE REQUIREMENT DESCRIBED HEREIN EXIST AND SERVES TO PROMOTE EARLY EXCHANGES OF INFORMATION AND ENHANCE COMPETTION. THIS RFI IS ISSUED FOR PLANNING PURPOSES AND DOES NOT CONSTITUTE A SOLICITIATION OR A COMMITMENT TO ISSUE A SOLICITATION. THE GOVERNMENT WILL NOT PAY FOR INFORMATION SUBMITTED IN RESPONSE TO THIS RFI NOR WILL IT COMPENSATE RESPONDENTS FOR ANY COSTS INCURRED IN THE DEVELOPMENT OR FURNISHING OF A RESPONSE. A COMPANY THAT DOES NOT RESPOND TO THIS RFI WILL NOT BE EXCLUDED FROM PARTICIPATING IN ANY FUTURE SOLICITATION.
I) Project Description
A) Background:
The United States’ (U.S.’s) New Embassy Compound (NEC) in Seoul will be built on an approximately 79,000 gross square meter (12 acres) site known as Camp Coiner and located on the northern edge of the U.S. Army Garrison-Yongsan (USAG-Y). The NEC will satisfy collocation requirements and provide facilities fully compliant with current security and technical standards.
The Camp Coiner property contains many existing buildings, hardscape surfaces, and below-grade utility infrastructure. Contaminated soil and groundwater, to include two known contamination plumes from past fuel oil leaks, have been identified and must be remediated prior to construction of the NEC.
The Department of State’s (DoS’s) Bureau of Overseas Buildings Operations, the single real manager for U.S. governmental diplomatic and consular property overseas, requires the whole property to be cleaned according to the more stringent of U.S. and Korean standards.
B) Project Scope: Environmental remediation, demolition, and temporary site security (fencing, temporary utilities, etc.).
C) Clearance: Not Applicable D) Period of Performance:
The schedule within the period of performance will be refined through the development of the Detailed Soil Survey (DSS) report but the overall Period of Performance end date will be on or about September 2029.
The deadline to complete cleanup will be on or about September 2028. The host government will issue a cleanup order within one month of receipt of the Detailed Soil Survey (DSS) report. Delivery of the report is anticipated in August 2024; therefore, the cleanup order is expected to be issued by September 2024. The cleanup order triggers a regulatory four-year deadline to complete the remediation effort, comprised of a two-year initial period with up to two one-year extensions. Thus, the anticipated regulatory deadline to complete the cleanup will be on or about September 2028.
E) Additional Information Regarding the Project:
1) Estimated Contract Value: $150 - $200 million
2) The successful offeror may need to obtain ROK business and construction licenses.

1) Timeline: The Government anticipates issuing a Notice of Solicitation of Submissions for Contractor Pre-Qualification in July 2024 for 30 days, issuing the solicitation in August 2024, and awarding the contract in February 2025. Refer to Section ID of this RFI for the anticipated cleanup order and required cleanup completion date.
