DMOs are service orders received for Fort Liberty and Aberdeen Training Facility that need to be serviced. The DMOs come in 3 categories: Priority 1 (Emergency), Priority 2 (Urgent) repaired within 7 business days and Priority 3 (Routine) repaired within 30 business days. The response times for each priority are different.

5.1.2.1 Priority 1 Orders.

Contractor shall dispatch within 30 minutes for Priority 1 orders and work shall be mitigated, solved, or resolved within 24 hours after receipt. If the Contractor cannot get in contact with the POC, they shall inform the COR.

5.2. Disposal.

5.3. Documentation and Reporting.

5.3.1 Overtime and compensatory time are not authorized under this contract.

All DMOs will be issued during normal hours of operation. If notification for any DMO is given to the Contractor such that the required response and/or completion times would fall after 4:30 pm Monday – Friday, or on a weekend or federal holiday, the Contractor shall respond and/or resume service at the beginning of the next business day.

5.3.2 Reserved.

5.3.3 The government reserves the right to issue The Contractor multiple DMOs. When multiple DMOs are issued, the Contractor shall report to the next work site based on priority and order received.

5.3.4 Upon completion of work, the Contractor shall inform the COR immediately by telephone that the DMO is completed, regardless of its priority, and obtain a signature from the point of contact or unit representative of the using activity on the DMO indicating the work has been completed and that the liquid food composter is operational. The COR will make the final determination regarding the acceptance or rejection of the work completed.

5.4 Non-Fair Wear and Tear (NFWT) Damages.

Malicious damages and identification meaning deterioration of, or damage to, the government property not due to age and/or reasonable use of the government property. This does include failure to use equipment within manufacture specified guidelines.

5.4.1 Identification of NFWT by The Contractor.

Request for repairs may be called in to the DPW DMO Reception Desk by unit/activities. If the Contractor inspection indicates that the damages are a result of NFWT, the COR will investigate. If the damages are determined to be NFWT, the COR will notify the unit point of contact (POC) of the NFWT determination for further action.

5.5 Daily Schedule of Repairs/Preventative Maintenance.

The Contractor shall furnish a daily schedule of repairs/preventive maintenance, to the COR, by email no later than 8:00 a.m. the day the work is scheduled to be performed. The Contractor shall also provide the COR a monthly report in Excel format with comments for each day’s repair, plus a log of routine and emergency DMOs for each liquid food composter. The monthly report shall be submitted via email by the 5th working day of the month illustrating the previous months performance. (See Deliverables Schedule, paragraph 8, Deliverables B08).

5.6 Building Access.

The Contractor shall report immediately to the COR if its personnel cannot gain access to buildings listed on the schedule for preventative maintenance. The scheduled preventative maintenance will then be rescheduled for a specific date and time in which access is granted and COR is notified. (See Deliverables Schedule, paragraph 8, Deliverables B09).

5.7 Performance Evaluation Meetings.

To minimize schedule risks and evaluate work performance, the PM may be required to meet monthly with government officials. Meeting time shall be used to identify work scheduled for performance during the following month, as well as work previously accomplished and its impact on the schedule. The COR, as applicable, will prepare and distribute minutes of each meeting.

5.8 Evaluating Equipment.

The Contractor shall evaluate the condition of all LFC machines on a quarterly basis and provide this information in a report to the KO/COR. The report shall include size, serial number, location, condition rating, number of times cleaned that quarter, number of times filled that quarter, the number of times repaired that quarter, total number of serviceable LFC machines, and number of collection containers in need of repair. (See Deliverables Schedule, paragraph 8, Deliverables B06).
