This cost for the GC Cost Certification shall be carried within the Overhead percentage for the project with a maximum of two percent (2%) per CHFA Procedures.
Per CHFA Construction Guidelines, the following maximum percentages apply to both the General Contractor (GC) and Subcontractors, calculated based on Total Hard Costs:

• Savings may be recaptured by DOH.
D. Prevailing Wage Updates
• Each contractor for a construction contract subject to prevailing wage under C.G.S. § 31- 53c shall annually contact the Department of Labor for updated prevailing wage rates to be effective each July first for the duration of the contract. (C.G.S. § 31-55a).

All line items within the Project Cost summary shall be subject to withholding of retainage with an exception for Building Permit Fees and Bond Premium.
G. Stored Materials
• Requests for payment of stored materials must be submitted and approved prior to closing. The GC must complete the Stored Inventory Request Form. CHFA will only pay for stored materials in very specific circumstances.
• Stored materials will generally be funded by CHFA only if there is a long lead-time.
Site-specific items include precast concrete, structural steel, elevators, and large project-specific mechanical equipment. Acceptable storage space with appropriate security measures must be available on-site. Off-site storage anywhere other than a manufacturer’s facility is unacceptable. Such funding is not meant to finance contractors for materials easily obtained and readily incorporated into the work. The Development Team must submit a request noting the list of items and a rationale for specific items to be considered for funding as stored materials prior to the start of construction. CHFA will consider such requests on a case-by-case basis. *Please note that CHFA will not consider any cost escalation on already approved stored materials. All additional cost will be the Owner’s responsibility.
• The GC must submit a formal request for review and approval by CHFA Architectural & Construction Services (ACS).
• Approved materials must be explicitly listed in a contract exhibit.
• Refer to the previously supplied Stored Materials Request Form and CHFA Pre-
Construction Guidelines for specific criteria.
