The project involves renovations of four existing toilet rooms within the building, including plumbing systems, and encompasses architectural, plumbing, and finish work across basement and second-floor facilities. The estimated cost of construction is $90,000.00, with responses due by 2:00 p.m. on Thursday, August 27, 2026. LCPtracker – Implementation of New Electronic Certified Payroll System

The City of Hartford has transitioned its reporting requirements to a paperless, online system of entering Certified Payroll Reports and submitting related Labor Compliance documentation called LCPtracker.

All contractors and every lower-tier subcontractor will be required to submit certified payrolls and labor compliance documentation electronically for all City of Hartford Construction Contracts. If you are a service contractor you will only have to submit an annual payroll report with demographic data.

Each contractor and subcontractor will be given a Log On identification and password to access the LCPtracker system. Again, this requirement will be ‘flowed down’ to every lower-tier subcontractor and vendor required to provide labor compliance documentation for its project.

The City of Hartford holds the licensing agreement with LCPtracker and the use of their system will be free and be offered at no expense to all contractors and subcontractors.

Use of the system will involve data entry of weekly payroll information including; employee identification, labor classification, total hours worked and hours worked on this project, wage and benefit rates paid, etc.

LCPtracker’s software can interface with most payroll and accounting software programs that can generate a ‘comma delimited file (.csv).’ If your program does not have this capability, LCPtracker can likely build an interface to communicate with your accounting software.

There is a “Prime Approver” training. However, in addition training will be provided for all your contractors. This training will be facilitated by a member of the LCPtracker Customer Support team.

The best part is all you will need is a computer with Internet access, an email address and access to a phone.

For additional information, please go to: LCPtracker.com

2. For companies employing more than 10 persons, please submit as part of this EEO report a written commitment to hire minority and female workers if your work force statistics are not representative of the minority and female work force availability in your labor market area.

3. If your company is not located in Connecticut, please submit a copy of your local labor market area statistics.

The Bidder understands and agrees that its failure to meet the equal opportunity requirements established by section 2-573 of the Code will preclude such bid from being considered. The bidder agrees to the procedures set forth in section 2-573 of the Code in regard to the determination of whether such bidder is an equal opportunity employer. The Bidder also understands and agrees that the equal opportunity documents will become a part of the contract, and that a breach of the provision of the equal opportunity documents will constitute a breach of the contract subject to such remedies as provided by law.

A. The Work of the Project is defined by the Contract Documents and consists of the renovations of four (4) existing toilet rooms within an existing building, including plumbing systems.

1.3 CONTRACTOR USE OF PREMISES

A. Limits on Use of Site: Limit use of the premises to construction activities in areas indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated.

B. Confine operations to as small work areas and accessways as possible. As much as possible and without damage to the finishes, doors, and related building systems, access the project area via the service doors designated by Owner.

C. Keep driveways and entrances serving the premises clear and available to the Owner and emergency vehicles at all times. Do not use these areas for parking or storage of materials.

Schedule deliveries to minimize space and time requirements for storage of materials and equipment on site.

D. Maintain existing egress patterns, exit doors, and means of egress during construction, which will include the provision of temporary walkways, sidewalks, or other means necessary to provide adequate life safety for the building occupants, particularly at exitways which must continue to be open and serviceable while adjacent construction activity occurs.

E. Maintain existing site sidewalks and accessible ramp during construction, which will include the provision of temporary walkways or sidewalks.

F. Use of the Existing Building: Maintain the existing building in a weathertight condition throughout the construction period. Repair damage caused by construction operations. Take all precautions necessary to protect the building and its occupants during the construction period.

1. Contractor is responsible to secure project area/site from intrusions during unoccupied (after hours) period of time. Any temporary doors and /or window coverings that may be necessary to complete repairs are the Contractors responsibility to furnish and install as part of the project scope.

1.4 OWNER OCCUPANCY

A. Full Owner Occupancy: The Owner's administrative and maintenance staff will occupy the site and existing building during the entire construction period, with the possibility of children on site during the school year. Cooperate with the Owner during construction operations to minimize conflicts and facilitate Owner usage. Perform the Work so as not to interfere with the Owner's operations. Pre-schedule construction operations with the Owner for areas that must be peckf002 Cross-Out peckf002 Cross-Out

011000-2 evacuated for extended periods, giving the Owner the opportunity to relocate administrative or educational operations to non-affected areas.

1. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from Owner and approval of authorities having jurisdiction.

2. Notify Owner not less than 72 hours in advance of activities that will affect Owner's operations.

Particular care shall be taken by the Contractor, Subcontractors and all those in their employ, that all tools, equipment, ladders, etc. are never left unsupervised.

B. Under no circumstances shall the buildings' occupants be subjected to excessive construction noise or vibrations, nor shall they be subject to fumes, odors, or other deleterious effects of the operation. Should material delivery, demolition or construction operations, inclement weather, or related schedule conditions produce this situation (as determined by the Owner), the Contractor shall be required to suspend operations that produce the offending effects until such time as the building is not occupied, or as approved by the Owner.

C. Smoking and Controlled Substance Restrictions: Use of tobacco products, alcoholic beverages, and other controlled substances inside the building or on the grounds is not permitted. Strict adherence to the regulations will be enforced for the entire duration of the construction.

1. Quantity allowances.

C. Related Sections:

1. Section 012200 "Unit Prices" for procedures for using unit prices.

2. Divisions 02 through 49 Sections for items of Work covered by allowances.

1. If requested by Architect, retain and prepare unused material for storage by Owner.

Deliver unused material to Owner's storage space as directed.

1.7 ADJUSTMENT OF ALLOWANCES

A. Allowance Adjustment: To adjust allowance amounts, prepare a Change Order proposal based on the difference between purchase amount and the allowance, multiplied by final measurement of work-in-place where applicable. If applicable, include reasonable allowances for cutting losses, tolerances, mixing wastes, normal product imperfections, and similar margins.

1. Include installation costs in purchase amount only where indicated as part of the allowance.

2. If requested, prepare explanation and documentation to substantiate distribution of overhead costs and other margins claimed.

3. Submit substantiation of a change in scope of work, if any, claimed in Change Orders related to unit-cost allowances.

4. Owner reserves the right to establish the quantity of work-in-place by independent quantity survey, measure, or count.

B. Submit claims for increased costs because of a change in scope or nature of the allowance described in the Contract Documents, whether for the purchase order amount or Contractor's handling, labor, installation, overhead, and profit.

1. Do not include Contractor's or subcontractor's indirect expense in the Change Order cost amount unless it is clearly shown that the nature or extent of work has changed from what could have been foreseen from information in the Contract Documents.
