About this opportunity

The City of Hartford is requesting responses for construction services to renovate lower and upper level ADA bathrooms at the Police Athletic League facility located at 50 Williams Street, Hartford, Connecticut, with responses due August 27, 2026 at 2:00 p.m. A mandatory pre-bid conference is scheduled for August 17, 2026 at 10:30 a.m. The City has established a 15% minority utilization requirement for certified MWBE participation, and offers a city-based small business bid preference.

The scope encompasses renovations of four existing toilet rooms within the building, including plumbing systems, architectural work, and finish work across basement and second-floor facilities. The base bid includes an owner's contingency allowance of $25,000 and covers patching and repair of 80 square feet of floor tile. Two add alternates are available: Alternate #1 for an epoxy paint restorative system and Alternate #2 for complete tile flooring and base replacement.

The estimated construction cost is $90,000. Respondents must provide a 10% bid bond (electronic through Surety2000 or cashier's/certified check). Performance and payment bonds equal to 100% of the project are required upon award. Liquidated damages are assessed at $1,000 per day for late completion.

All respondents must comply with Connecticut DAS contractor prequalification requirements, provide proof of current tax and financial obligation status with the City of Hartford, submit an Equal Opportunity Employer certification, and meet federal wage requirements. Contractors and subcontractors must carry comprehensive insurance (commercial general liability of $1,000,000 per occurrence, workers' compensation per Connecticut law, automobile liability of $1,000,000 combined single limit, and builders' risk insurance equal to the contract value) and submit certified payroll reports and labor compliance documentation electronically through the LCPtracker system. Pricing shall be submitted electronically through the City of Hartford procurement website and shall exclude sales and use taxes.
