About this file

This is an Addendum 1 Question and Answer document issued by the Department of State Hospitals (DSH) in response to a Request for Information (RFI) 25-73029-000 for Patient Safety Organization (PSO) Membership and Services. The document clarifies procurement requirements for five DSH hospitals—DSH-Atascadero, DSH-Coalinga, DSH-Metropolitan, DSH-Napa, and DSH-Patton—which will submit patient safety data to the selected PSO. DSH-Sacramento, the headquarters facility, does not hold patients and will not participate in data submission. The RFI seeks PSO services only, not other Press Ganey solutions. In-person services in California are not required as part of the scope of work. The document confirms that DSH currently maintains an existing PSO contract, with Dr. Christy Mulkerin (Assistant Medical Director) overseeing PSO operations and contract management, and Jessica D'Braunstein (Deputy Director of the Statewide Quality Improvement Division) overseeing broader safety initiatives.

The addendum addresses staffing and qualification requirements, confirming that a forensic psychiatrist is not mandatory for organizations submitting PSO responses. The document also clarifies a discrepancy regarding hospital count, explaining that the DSH website lists six facilities but only five are active patient-care hospitals. Additionally, the procurement guidance specifies that PSOs responding to the RFI should provide aggregate data rather than individual event information in their responses, addressing confidentiality concerns. No specific pricing terms, set-asides, or funding amounts are identified in this clarification document, as its primary purpose is to address technical and operational questions from potential bidders.
