About this file

This Statement of Work (SOW) describes the Defense Microelectronics Activity's (DMEA) requirement for a Flying Probe Tester for its Radiation Test and Validation Branch. The system must have advanced capabilities including reverse engineering netlists from printed circuit boards, performing failure analysis, testing discrete and integrated circuit components, generating bills of materials, and supporting various technical data package requirements. Specific technical specifications include eight flying probe heads, ability to test top and bottom PCB surfaces simultaneously, probe positioning resolution of 80μm, and capability to accommodate PCBs up to 20x17 inches.

The contractor must deliver the Flying Probe Tester with a 12-month hardware and software warranty, provide on-site installation, and offer advanced user training. Additional requirements include providing a cybersecurity analysis, ensuring all computers are updated with security patches, and submitting service reports after maintenance visits. All contractor personnel must be US citizens and will be subject to background checks. The SOW also outlines five optional years of preventative maintenance and service after the initial warranty period, with at least one preventative maintenance visit per year.

STATEMENT OF WORK (SOW)

DMEA 25-5E5

13 August 2025

Project Engineer/Contracting Officer Representative:

1.0 SCOPE:

1.1 TITLE: DMEA Flying Probe Tester

1.2 APPLICABILITY: Defense Microelectronics Activity (DMEA), Radiation Test and Validation Branch

1.3 BACKGROUND: DMEA requires an additional Flying Probe Tester that has the capability to reverse engineer netlists from a printed circuit board, perform failure analysis and fault localization through an integrated circuit test on leaded components through probes, and Ball-Grid-Array or leadless components through Electromagnetic (EM) probes, test discrete components such as capacitors, resistors, inductors, transistors and diodes to determine their properties and generate a Bill of Materials (BOM), and apply power to circuits to perform basic electrical tests in support of the Technical Data Package work.

1.4 PURPOSE: Procurement of a Flying Probe Tester with a manufacturer’s limited warranty and advanced user training.

2.0 REFERENCED GOVERNMENT PROVIDED RESOURCES:

2.1 GOVERNMENT DOCUMENTS: N/A

2.2 OTHER DOCUMENTS: N/A

2.3 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL (GFE/GFM): NA

2.4 GOVERNMENT FURNISHED INFORMATION: N/A

2.5 GOVERNMENT FURNISHED FACILITIES/ACCESS:

Facility/Access Date DMEA, Building 620, Room 134 ARO

3.0 REQUIREMENTS:

3.1 GENERAL REQUIREMENTS:

3.1.1 TRAVEL: N/A

3.2 PROGRAM MANAGEMENT: No program management will be required in the procurement of a Flying Probe Tester System.

3.3 TASK REQUIREMENTS:

3.3.1 FLYING PROBE TESTER: The contractor shall deliver a Flying Probe Tester to DMEA containing hardware and software that enable the following features:

3.3.1.1 DMEA TDP Compatibility: The prober must generate a part list and netlist (including X,Y component locations), with an interface capable of converting the files to a schematic compatible with the Altium design environment. The prober must be capable of generating an integrated test routine compatible with Seica formats for use with existing DMEA test routines and tools. The prober must be able to generate a bill of materials with properties of all measured components. The prober must be able to accept CAD or Gerber files generated using Mentor Valor 12.10 to produce a complete test routine for printed circuit boards.

3.3.1.2 Measurement Abilities: The prober must be able to automatically characterize resistance from milli to mega ohms, capacitance from 1pF to 100µF, inductances above 1µH, as well as apply voltage to any pin as assigned by the operator. The measured values must be available for output or use in an integrated circuit test.

3.3.1.3 Reverse Engineering: The prober must have the capability of measuring the complex resistivity and capacitive values of each node on a PCB as referenced against the board’s ground net or plane to perform reverse engineering by netlist characterization. The prober must also have a manual interface which allows an operator to check or fix the components missed by the automated aggregation tool via both isolation and continuity testing.

3.3.1.4 Device Programming: The prober must be able to support boundary scans for integrated circuits and support flashing of integrated circuit devices with memory when the probes are landed.

3.3.1.5 Hardware: the prober must have eight (8) flying probe heads and the capability to simultaneously test the top and bottom surfaces of a PCB. The probes shall have a minimum positioning resolution in the x and y-axis of 80μm and a positioning repeatability of 100μm in order to obtain data from small discrete passive components, and +/- 10µm in the z-axis to support probing on fragile soft gold pads that may be easily damaged by excessive force. The Flying Probe Tester should also measure impedance as close to the terminal tip of the probe head as possible to minimize the acquisition of measured data of impedance intrinsic to the system and minimize the amount of impedance generated by the system. The prober must be able to reliably land probes on parts with a minimum standard 0201 (equivalent to 0.250 mm x 0.125 mm x 0.110 mm).

3.3.1.6 Chamber Size: The prober must have the capability to accommodate PCBs that are up to 20 inches by 17 inches in size.

3.3.1.7 Integrated Circuit Testing: The prober must be able to test completed circuit cards for failure analysis purposes, fault localization, or determination of a correct build from an assembly house. The prober must have an integrated laser and camera for checking alignment of components, an IR camera for temperature monitoring during operation, EM probes, and integrated programmable power supplies.

3.3.1.8 Facilitation: the OEM shall supply crating and shipping services support if the device arrives defective.

3.3.1.9 IT and Networking: Computers attached to the prober shall be up to date on all security patches and updates at the time of delivery according to the OEMs standard. The OEM shall provide technical documentation that clearly explain which ports and protocols are used in the communication between devices and that details how a support computer (if present) physically connects to tool hardware for networking, and will provide a computer capable of using a USB mass storage device to transferring files in lieu of a network connection. The contractor should provide an industry standard cybersecurity analysis and recommendations on how to potentially mitigate known security vulnerabilities detailing SCAP Scan results and a STIG Checklist.

3.3.2 DELIVERY: The contractor shall deliver the prober as directed by DMEA to a receiving or warehouse location.

3.3.3 WARRANTY: The contractor shall provide on-site hardware and software warranties covering manufacturing defects for a minimum of twelve (12) months. The contractor shall maintain the equipment provided in paragraph 3.3.1, including the repair or replacement of any failed components under normal operation that negatively impact the intended operation of the equipment.

3.3.4 DOCUMENTATION: The contractor shall operating manuals for the item described in paragraph 3.3.1. The contractor shall provide any service reports for service covered under the warranty described in paragraph 3.3.5.

3.3.5 WORK RESTRICTIONS: The contractor and their staff shall abide to the following:

A. All contractor personnel on-site at DMEA must be US citizens.

B. The DMEA facility is access controlled and all personnel are required to have a background check in advance of working at the site. The contractor shall submit background check release forms and badge requests forms for all personnel expected to work on this project at least two (2) weeks prior to contract start. Five (5) option years for preventive maintenance and service will be made available to DMEA for preventive maintenance and service after the conclusion of the warranty. The contractor shall provide at least one (1) preventative maintenance (PM) visit for the Flying Probe Tester per year.

During the PM visit, the contractor shall verify that the system is returned to full operational condition meeting Original Equipment Manufacturer (OEM) specifications. The contractor shall include all associated travel costs in the PM visit.
