About this file

This document is a Sole Source Justification for the Defense Microelectronics Activity (DMEA) to procure a second Pilot V8 Flying Probe Tester from Seica SpA. DMEA requires this additional tester to support increased demand for printed circuit board testing, with specific capabilities including reverse engineering netlists, performing failure analysis, testing leaded and leadless components, and generating a Bill of Materials. The procurement is justified by the need to avoid duplicate training costs, ensure immediate usability, and maintain consistent testing capabilities, as DMEA already owns a Pilot V8 Tester purchased in September 2021.

The market research section reveals multiple vendors of Flying Probe Testers, with Seica, Acculogic, Hioki, SPEA, and others offering various models. However, DMEA is pursuing a sole source procurement directly from Seica as the original equipment manufacturer, citing operational efficiency and cost savings. The document includes a determination that the anticipated contract cost will be fair and reasonable, based on market research and historical pricing. The contracting officer plans to evaluate future requirements against the commercial marketplace to potentially increase competition.

DMEA #25-22b

Defense Microelectronics Activity 4234 54th Street, McClellan, CA 95652

SOW/PWS #25-5E5

Sole Source Justification

1. Agency and Contracting Activity: Office of Secretary of Defense, Defense Microelectronics Activity (DMEA).

2. Nature/Description of Action: This requirement will be a new Firm Fixed Price contract for DMEA. The estimated amount of this contract will be

3. Description of Supplies/Services: DMEA requires an additional Flying Probe Tester, the Pilot V8 Tester manufactured and sold by Seica SpA, that has the capability to reverse engineer netlists from a printed circuit board, perform failure analysis and fault localization through an integrated circuit test on leaded components through probes, and Ball-Grid-Array or leadless components through Electromagnetic (EM) probes, test discrete components such as capacitors, resistors, inductors, transistors and diodes to determine their properties and generate a Bill of Materials (BOM), and apply power to circuits to perform basic electrical tests in support of the Technical Data Package work.

4. Authority Cited:

FAR 13.501(a)(1)(ii) Simplified Procedures for Certain Commercial Items; 41 U.S.C. 1901.

5. Reason for Authority Cited: Flying Probe Testers are commercially available by several vendors. However, to avoid duplicate costs and unnecessary delays for training on a new machine, DMEA is pursuing a sole source to Seica, who was the original equipment manufacturer (OEM) of the first Flying Probe Tester.

DMEA purchased their first system, The Pilot V8, on 20 Sept 2021. Purchasing the same system will result in avoiding a substantial duplication of costs. DMEA’s prior knowledge know of the system will allow for immediate use as no training will be required. Furthermore, even after training there is a ramp up to full speed, purchasing the same machine eliminates that delay in throughput. Utilizing two systems with the same software and inputs allow for ease of use and potential fixes in case of troubleshooting. Future cost savings will also be seen from having one maintenance contract instead of multiple contracts for different systems.

The Government is required to purchase the Seica Pilot V8 Tester from Seica as they are the OEM and Seica has no authorized sellers or resellers.

6. Efforts to Obtain Competition: DMEA is pursuing a sole source for the 2nd flying probe tester, another Pilot V8. DMEA can only procure a Pilot V8 from the OEM, Seica. Recently, demand in printed circuit boards (PCBs) have increased across the Government and along with that more testing is required. Procuring a duplicate system will allow the demand to be met without any delays to the mission. Therefore, a sole source procurement is in the best interest of the Government.

7. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. Through market research, historical pricing and SEICA’s current pricing list, the Contracting Officer fully expects the final price to be fair and reasonable.

8. Market Research: On 25 July, the Contracting Officer conducted google searches and utilized AI search engines to find vendors that supply Flying Probe Testers for PCB fabrication.

After the list was defined for suppliers, a search of each vendor was conducted on SAM.gov to find out if the vendors were small businesses under the NAICS 334515.

Vendor / Brand Notable Models / Focus Key Strengths

SEICA SpA Pilot V8 Flexible, dual-sided, compact setup

Acculogic (Terotest Systems) FLS 980 Dxi Precise, programmable angles, large area

Hioki E.E. (FA1811, FA1817) FA1811 / FA1817 models

As shown above, most of the vendors found in the research are considered small businesses under the NAICS which this requirement will be solicited.

9. Other Facts: N/A

10. Listing of Sources: The only source for procuring a Pilot V8 Tester is from the OEM, Seica.

11. Actions to Increase Competition: Future requirements will be evaluated against the commercial marketplace and the best path forward will be chosen at that time.

12. Contracting Officer Certification: I certify that this justification is accurate and complete to the best of the contracting officer’s knowledge and belief.
