About this file

The document is a Public Notice of Intent to Single/Sole Source Purchase Request for Information (RFI) issued by the City of Oviedo, Florida, involving the Storm Drain Protection Act. The RFI seeks to verify whether specifications for stormwater inlet filtration products are nonrestrictive and if multiple companies can provide such products. The notice was issued on August 28, 2025, with a response deadline of September 19, 2025, at 12:00 P.M. EST, and is valid for fiscal years 2024-2025 and 2025-2026 (August 28, 2025 – September 30, 2026). Responses can be submitted electronically or hand-delivered to the City of Oviedo Purchasing Division.

The sole source justification focuses on NoFlood Filters, with eight key reasons supporting their exclusive selection: FDEP approval, proven lab performance in pollutant capture, American manufacturing, verified flow rates, superior comparative performance, cost-effectiveness, enhanced durability, and FDOT approval. The Storm Drain Protection Act, a non-profit organization dedicated to waterway preservation, conducted a comprehensive review of available technologies and determined that NoFlood Filters meet and exceed performance, environmental, and cost-efficiency standards. The organization emphasizes the filters' ability to capture various pollutants, withstand harsh environmental conditions, and provide long-term cost benefits, ultimately concluding that NoFlood Filters are the only filtration solution satisfying their specific criteria.

Sole Source Justification for NoFlood Filters

To Whom It May Concern, The Storm Drain Protection Act, a registered non-profit organization dedicated to preserving our waterways and protecting plant, animal, and human life through effective storm drain protection and filtration, is issuing this letter to formally identify NoFlood Filters as the sole source provider for stormwater inlet filtration products used in our programs and projects.

After comprehensive review and evaluation of available technologies, The Storm Drain Protection Act has determined that NoFlood Filters meet and exceed all necessary performance, environmental, and cost-efficiency standards required to fulfill our mission. The reasons for this sole source designation are outlined below:

1. FDEP Approval NoFlood Filters are approved by the Florida Department of Environmental Protection (FDEP), for the use of this Non-Point Grant Opportunity ensuring compliance with environmental regulations and permitting standards critical to our operations.

2. Proven Lab Performance Independent laboratory testing has confirmed that NoFlood Filters effectively capture a wide range of pollutants, including Total Nitrogen, Total Phosphorus, heavy metals such as zinc, copper, lead, and nickel, as well as microbial contaminants including enterococci and E. coli. These capabilities are essential to meeting water quality goals and public health protections.

3. American-Made Product NoFlood Filters are manufactured in the United States, ensuring high-quality materials, domestic job support, and reduced environmental impact from overseas shipping.

4. Verified Flow Rates Flow rate performance has been independently validated through third-party testing and Technical Readiness Index (TRI) assessments, ensuring effective performance during storm events without compromising drainage system capacity.

5. Superior Comparative Performance In comparative analysis against similar products, NoFlood Filters demonstrated higher pollutant capture efficiency and operational reliability, validating their superiority for our applications.

6. Cost-Effectiveness NoFlood Filters offer a more cost-effective solution over the product lifecycle due to their affordability, ease of maintenance, and long-term durability.

7. Enhanced Durability Designed to withstand harsh environmental conditions and repeated use, NoFlood Filters offer greater longevity compared to alternatives, reducing replacement frequency and long-term costs.

8. FDOT Approval Approved by the Florida Department of Transportation (FDOT) for use in stormwater management applications

In summary, based on their regulatory approval, proven performance, cost advantages, and unique capabilities, NoFlood Filters represent the only filtration solution currently available that satisfies all the criteria required by The Storm Drain Protection Act. For this reason, we are issuing this sole source justification.
