About this file
This document is an Invitation for Bids issued by Mississippi State University's Office of Procurement & Contracts for a comprehensive reforestation work project across multiple naval installations in Florida and Mississippi. The bid (Number 25-45/RFX #3160007345) is for site preparation, planting, and herbaceous weed control involving longleaf and loblolly pine at Naval Air Station Whiting Field (NASWF), Naval Air Station Pensacola (NASP), Naval Support Activity Panama City (NSAPC), and Naval Air Station Meridian (NASM). The project encompasses site preparation treatments, hand planting of containerized and bareroot pine seedlings across 233.7 total acres, with planting to occur between November 1 and February 15, and herbaceous weed control to be applied between March and early May. The bid opens on May 13, 2025, at 2:00 p.m., with specific requirements for tree density, planting techniques, and seedling management.
The bid includes detailed specifications for herbicide application, mechanical site preparation, and tree planting, with precise instructions for tree sourcing, storage, and placement. The contract includes a warranty requiring replacement of more than 50% of planted trees that die within 12 months at no additional cost to the university. Bidders must submit bids either electronically through portal.magic.ms.gov or in a sealed envelope, with all materials to be purchased by the awarded bidder. The project emphasizes best management practices, including considerations for protected species, streamside management zones, and airspace restrictions. Specific technical requirements include ground-based herbicide application using backpack crews, mechanical site preparation using bulldozers, and careful seedling handling to prevent drying and ensure optimal planting conditions.

Site Preparation NASWF and NASM This treatment will consist of a late spring - early summer (i.e., May – June) per acre application of 20 ounces of a 4lb (A.E.) imazapyr product plus 38 ounces of a 6.3lb (A.E.) triclopyr-ester product plus addition of 0.25 percent volume/volume non-ionic surfactant and will be implemented in year one at least three months prior to planting seedlings. A spray volume of 15 gallons per acre will be used to ensure adequate coverage of onsite vegetation. Working under the restriction of airspace, herbicide will be applied using ground equipment (e.g., tractor, skidder or backpack crew).
NASP
This treatment will consist of a late spring - early summer (i.e., May – June) per acre application of 20 ounces of a 4lb (A.E.) imazapyr product plus 38 ounces of a 6.3lb (A.E.) triclopyr-ester product plus addition of 0.25 percent volume/volume non-ionic surfactant and will be implemented in year one at least three months prior to planting seedlings. A spray volume of 30 gallons per acre will be used to ensure adequate coverage of onsite vegetation. Working under the restriction of airspace and protected species, herbicide will be applied using backpack crews. Present on site is a protected species which will be flagged, and a buffer zone will be implemented. Additionally, residual trees will be marked in flagging and a buffer zone is to be given.
NSAPC
This treatment will utilize a mechanical shear-rake-pile on 34.7 acres at the NSAPC site to enhance planter access. This treatment will be carried out using bulldozers with V-blade and root-rake attachments during late summer – fall (i.e., August – November) prior to planting efforts begin. Additionally residual trees will be marked in flagging and are to be left. Best management practices (BMP’s) are to be followed regarding streamside management zones.
Planting NASWF longleaf pine (84 acres) This treatment will consist of a planting crew hand planting containerized (longleaf pine) stock at a density of 650 trees per acre. A longleaf density trial will also be planted in 3, 1-acre blocks of 1/5th acre plots with a mean density of 680 trees per acre. Trees per acre for each plot are 303, 454, 680, 726, 1210 respectively. Trees will be planted between November 1 and February 15th. Seedlings will be sourced from major nurseries and transported from the nursery to a temporary cold storage location. Seedlings should be transported and stored on site to be kept cool with minimal exposure to direct sun. To avoid excessive drying, seedlings should not be stored on-site for a prolonged period of time. Trees will be randomly distributed across the area. Planting crews will plant seedlings in such a way to avoid j-rooting, avoid overly compacted soils, and avoid significant obstacles from above like slash. Should more than 50 % of the planted individuals die within 12 months of planting, they shall be replaced at no additional cost to the Mississippi State University.
NASM longleaf pine (66 acres) and loblolly pine (50 acres) This treatment will consist of a planting crew hand planting containerized (longleaf pine) and bareroot (loblolly pine) stock at a density of 650 trees per acre. A longleaf density trial will also be planted in 3, 1-acre blocks of 1/5th acre plots with a mean density of 680 trees per acre. Trees per acre for each plot are 303, 454, 680, 726, 1210 respectively. Trees will be planted between November 1 and February 15th.
