About this file

This Performance Work Statement (PWS) details repair and maintenance services for the Benchtop Reconfigurable Automatic Test (BRAT) Systems, specifically focusing on High Voltage Assembly Interface Test Adapters (HVA ITAs). The contract, awarded under GSA Contract GS-07F-211AA, requires the contractor to provide personnel, tools, labor, and equipment to repair and maintain two HVA ITAs, including seven specific subassemblies, with up to 20 subassembly repairs per year. Key services include hardware and software repairs, software Test Program Set (TPS) updates, functional verification testing, and on-site engineering support at Robins Air Force Base.

The contractor must develop and maintain two sets of spare parts, provide technical support during business hours, submit monthly status reports, and respond to repair requests within 10 working days. Performance objectives include maintaining an 85% on-time delivery rate for requisitions and ensuring no more than 5% of delivered assets have product quality deficiency reports. The contract involves government-furnished equipment, including test equipment and modules, with the contractor responsible for tracking and inventorying the property. The work supports the Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base, with a focus on maintaining complex electronic test systems and interfaces.

1.1.1.3 HVA ITA Maintenance. During the delivery order period of performance, the Contractor shall repair failed HVA ITA hardware and software failures and subassemblies/components, up to 20 subassembly repairs per year. The Government will use the ITA self-test for test and diagnostic troubleshooting of the ITA to the subassembly level. Upon Government notification to the Contractor of any failed subassembly, the Contractor shall provide within ten (10) consecutive working days (Monday through Friday, excluding federal holidays) a replacement spare with a DD1149 for tracking purposes and ship the failed subassembly to the Contractor facility for repair. In the event of failures of non-removable hardware, components, or piece parts that cannot be remedied using replacement spares, the Contractor shall provide on-site repair if possible or ship the unit to the Contractor facility for repair. The Contractor shall restore the item removed for repair to fully successful operating condition, conduct a passing self-test and functional verification, and return the item to the Government or spares inventory as necessary, in a reasonable timeframe but no more than 120 business days. In the event that an item cannot be repaired, the Contractor shall inform the designated Government point of contact (POC) and on-site Contracting Officer Representative (COR) per the Quality Assurance Surveillance Plan (QASP).

1.1.1.4 Repair. Repair of an ITA Subassembly is defined as an action necessary to retain or restore the subassembly to fully successful operational status, including the restoration or replacement of parts or components of real property or equipment as necessary by wear and tear, and/or failure of parts or software, in order to maintain it in fully successful operating condition. A repair may include, but is not limited to, the replacement of parts and adjustments or alignment of circuitry. All corrective action to restore one subassembly to fully successful operational status constitutes one repair. Multiple subassembly repairs may be necessary before an ITA functional verification is established. The Contractor shall be responsible for HVA ITA and subassembly repairs. The Government is responsible for tester and A6 LRU repairs.

1.1.2 Software TPS update for BRAT Calibration CPIN

1.1.2.1 The Contractor shall update the BRAT Calibration CPIN Software TPS addressing Report Control Number (RCN FA2245-24-008) and related software which can affect the TPS update. Affected RCNs will be provided upon contract award.

1.1.3 Functional Verification. Verification testing of repaired assets and updated software will be conducted by Government personnel and approved by the on-site Subject Matter Expert (SME).

1.1.3.1 Functional verification is the performance verification testing of each HVA ITA by running a complete ITA self-test and an ITA LRU test or “go-chain” run of an HVA A6 module (PN 684R478G01/NSN 5996-01-487-7323 or PN 684R789G01/NSN 5996-01-112-6541). An item is considered to have been restored to “fully successful” operating condition if it passes functional verification. When the Contractor delivers the repaired subassembly, the Government will perform an ITA self-test and an A6 go-chain run, if needed, within seven days of receipt. If either test identifies a failure in the repaired subassembly, the Government will immediately notify the Contractor. The Contractor shall determine the cause of the failure and perform any necessary repairs to correct the deficiency within ten (10) consecutive working days. Corrections of deficiencies shall not count against the maximum allowance of 20 subassembly repairs per year, nor shall they count against the 5 on-site Engineering Support visits described in paragraph 1.3 below. Quality deficiencies shall be limited to no more than one (1) per year.

1.1.3.2 The contractor shall demonstrate verification of software CPIN software update/s for government approval. Functional verification of software updates is the performance verification testing of updated software and associated software to ensure software and hardware compatibility.

1.2 Spare Parts/Equipment

The Contractor shall provide the following spare parts and equipment.

1.2.1 Maintenance Repair Support Spares Replacement: Use of 2 sets of Contractor-owned spares for use in performing HVA ITA repairs when Government spares are not available (see 1.2.3, Spares Lay-In).

1.2.2 HVA ITA Factory Test Bed and Hot Mock-Up Repairs: The Contractor shall upgrade and modify a Government-furnished HVA ITA prototype, PN 96648328-10, for use at the Contractor facility as a test fixture. The Contractor shall maintain and repair all subassemblies and components of the test fixture for the duration of the contract; these repairs are not counted toward the HVA ITA Maintenance limit of 20 subassembly repairs per year. At the end of the contract, the GFE shall be returned to the Government in the original 96648328-10 configuration; all modifications will be removed and retained by the Contractor. The Government will receive the HVA ITA, PN 96648328-10, before final contract payment is invoiced.

1.2.3 Spares Lay-In: The Contractor shall obtain all parts necessary to provide the spare subassemblies (2 sets) listed in the table below. Parts shall be furnished and shipped at the Contractor’s expense. The Contractor shall develop/manufacture 2 sets of Contractor-owned spares, of the same configuration as the Government-owned spares, which will be provided for Government use to keep the HVA ITA operational when a Government-owned asset requires repair. The Contractor shall complete passing self-tests on the GFE HVA ITA test bed at the Contractor facility and ensure the spares are readily available within one hundred twenty (120) days after contract award or upon Government receipt of the first refurbished HVA ITA, whichever comes first.
