This document is a comprehensive bid set for a construction project issued by Gaston College in Dallas, North Carolina, involving the replacement of heating and hot water systems in the Robinson Classroom Building (RCB). The project, identified as SCO #25-29532-01A, is being funded through American Rescue Plan Act (ARPA) Coronavirus State and Local Fiscal Recovery Funds. The scope of work includes replacement of existing mechanical equipment with associated electrical and ductwork modifications. A pre-bid conference is scheduled for January 22, 2026, at 2:00 p.m. at the RCB Building, Room 128, with attendance required for prospective prime bidders. Sealed lump sum bids are due by 2:00 p.m. on February 3, 2026, at the same location. The contract requires completion within 182 consecutive calendar days from the Notice to Proceed, with all work to be finished by December 31, 2026. The single prime contractor must hold appropriate general contractor licensing under North Carolina law and is responsible for coordinating all mechanical, electrical, and HVAC work.

The bid documents establish comprehensive requirements including a 5 percent bid security requirement, 100 percent performance and payment bonds, and standard insurance coverage including worker's compensation ($100,000 employer's liability minimum), comprehensive general liability ($500,000 per occurrence), and builder's risk insurance. Liquidated damages are assessed at $500.00 per day for work not completed within the contract time. The contractor must submit detailed shop drawings within 60 days of contract award, prepare a certified construction schedule using Critical Path Method format, and achieve specified hydronic flow rates without increasing variable frequency drive frequencies above 60Hz. The project requires compliance with North Carolina Building Code, North Carolina Mechanical Code, and all applicable federal environmental standards, including provisions of the Clean Air Act and Federal Water Pollution Control Act. Additional requirements include minority business participation documentation, E-Verification compliance, comprehensive testing and balancing certification by a certified professional, and detailed operations and maintenance manuals upon project closeout.

This affidavit shall give rise to the presumption that the bidder has made the required good faith effort and Affidavit D is not necessary;

If less than the 10% goal, Affidavit (D) of its good faith effort to meet the goal shall be provided. The document must include evidence of all good faith efforts that were implemented, including any advertisements, solicitations and other specific actions demonstrating recruitment and selection of minority businesses for participation in the contract.
