About this file
This is an Invitation for Bid (IFB) issued by the State of California, Department of General Services, Facilities Management Division for access control and security maintenance services at the May Lee State Office Complex in Sacramento. The solicitation requests comprehensive maintenance, repair, and technical support services for a standalone access control system and associated components, including software updates, parts replacement, and emergency repair services. The equipment list encompasses over 3,000 items across multiple categories including badging printers, card readers, turnstiles, cameras, door switches, panic buttons, and monitoring systems. A non-mandatory walkthrough is scheduled for July 1, 2026 at 10:00 a.m. PT; the deadline for questions is July 2, 2026 at 5:00 p.m. PT; and sealed bids are due on July 22, 2026 at 2:00 p.m. PT, with a public bid opening on July 23, 2026 at 3:00 p.m. PT. The contract term is anticipated to be 36 months, with rates specified in the cost sheet remaining fixed for the entire agreement period.
The cost sheet requires bidders to submit pricing for four service categories: foreseeable repair services (with specific hourly rates and parts costs for listed equipment), software maintenance services (annual Genetec software updates), unforeseeable repair services (with differentiated rates for normal business hours, outside normal hours, and emergencies), and technical support services (capped at 80 hours annually). A mandatory minimum 3 percent Disabled Veteran Business Enterprise (DVBE) participation requirement applies, with additional incentive opportunities of 1 to 5 percent for exceeding this threshold. A 5 percent small business preference is available for certified small businesses, and a $10,000 withhold applies to final payment until DVBE compliance certification is provided. Bidders must possess a valid Class C-7 Low Voltage System license, maintain general liability, commercial automobile, and workers' compensation insurance, and employ Genetec-trained and certified service technicians. The solicitation requires bidders to comply with California IT Infrastructure Standards, submit proof of insurance with bid responses, provide three professional references from similar work within the past five years, and complete all required attachments including the Iran Contracting Act certification and California Civil Rights Laws certification.

Upon notification by a Bidder/Offeror of GenAI as required, the state reserves the right to incorporate GenAI Special Provisions into the final contract or reject bids/offers that present an unacceptable level of risk to the state.
Government Code 11549.64 defines “Generative Artificial Intelligence (GenAI)” as an artificial intelligence system that can generate derived synthetic content, including text, images, video, and audio that emulates the structure and characteristics of the system’s training data.

Preferences and incentives are used for bid tabulation purposes to determine the lowest responsive responsible bid. Strict adherence to the laws and regulations to apply the preferences and incentives will be followed. If awarded the contract, the preference and/or incentive does not alter the amount of the resulting contract. Please be aware that contracts awarded with applied preferences or incentives will be monitored throughout the life of the contract for compliance to statutory, regulatory and contractual requirements.
