About this file
This is a Sole Source Posting from the Washington Department of Fish and Wildlife (WDFW) dated July 8, 2025, announcing intent to award a contract to Wildlife Genetics International, Inc. (WGI) for a multi-year black bear monitoring project. The contract will be for two years, starting on or after August 1, 2025, with a total value of $110,000 (not to exceed $70,000 annually) and potential extensions for up to six years total. The project involves collecting bear hair samples annually using baited hair snares, sending samples to WGI's lab for genetic extraction, analysis, and long-term storage, and comparing new samples to the previous six years of project data.
WDFW determined WGI as the sole source after conducting an internet search, consulting other agencies, and comparing costs with the University of Idaho, which was twice as expensive. The agency requires potential contractors to submit a capability statement within ten working days addressing specific requirements, including a catalog of comparable DNA extractions, proof of blind testing and external laboratory inspection, sample reports of bear hair DNA extraction, and per-unit pricing for sample analysis. In the absence of other capable sources, WDFW intends to make a sole source contract award to WGI, with the option to extend the contract for additional two-year increments.

Washington Department of Fish and Wildlife
SOLE SOURCE POSTING
July 8, 2025
The Washington Department of Fish and Wildlife (WDFW), PO Box 43200, Olympia, WA 98504-3200 contemplates awarding a sole source contract to Wildlife Genetics International, Inc. (WGI), PO Box 274, Nelson, British Columbia, V1L 5P9, to provide a multi-year black bear monitoring project that is used to manage the black bear population in Washington and to set harvest regulations for the species. This project methodology requires consistency with lab techniques and extraction of the samples. Samples are collected annually from the field using baited hair snares, then hair samples are sent to a lab for genetic extraction, analyses, and long-term storage. Newly collected hair samples are to be compared to the previous data contained in the library at Wildlife Genetics International, Inc., where they contain the previous 6 years of data and analyses records for this project with WDFW. Wildlife Genetics International (Contractor) will use the WGI library to continue to process samples and reports to WDFW.
To the best of our knowledge, no other entity provides these services and expertise on a commercial basis. We did a internet search, reached out to other agencies, and checked with the only other genetics lab that we know could do the work on July 2, 2025, and the University of Idaho was twice as expensive as WGI. Additionally, the type and cost of equipment and cost of staffing needing for a genetics laboratory like this would be prohibitive for a small business to put in place.
WDFW will enter into a TWO (2) YEAR contract with Wildlife Genetics International, Inc. (WGI). The contract will be issued on or after August 1, 2025, and will continue for a TWO year initial term. The cost of this TWO year contract is $110,000 and not to exceed $70,000 in a single year. WDFW may opt to extend the contract for an additional TWO (2) times in TWO (2) YEAR INCREMENTS for a total period of performance up to SIX (6) YEARS. WDFW determines that each optional additional TWO YEAR EXTENSION would result in equal (and/or slightly higher) consideration being added to the total contract value.
Capability statements should address the following state requirements:
1. Provide catalog of comparable DNA extractions of bears in Washington State.
2. Published proof of blind testing and external inspection for the laboratory.
3. Samples of reports provided to Washington State Agencies on bear hair DNA extraction and micro-satellite genotyping.
4. Provide per-unit pricing for sample analysis.

If you believe you can meet WDFW’s additional specific requirements listed above, you must:
1. Submit a capability statement that addresses each of our above-listed requirements.
2. Provide us sufficient details of your ability to meet those requirements that will allow us to determine your capability.
3. Submit the capability statement within ten (10) working days of this announcement.
To submit capability statements or for questions, contact:
Deanna Luque, Contracts Consultant 360-902-8358, Deanna.luque@dfw.wa.gov
In the absence of other capable sources, it is the state’s intent to make a sole source award of the contract.
