About this file
This is a topographic and aerial survey services solicitation file from Escambia County Waste Services Department in Florida for the Perdido Landfill site. The county is seeking proposals from certified surveyors to provide comprehensive topographic and aerial survey services covering approximately 378 acres. Services required include LiDAR surveys with control points, 1-foot contours in .dwg/.shp file formats, Digital Terrain, Surface, and Elevation Models, XML point cloud files, aerial imagery, and a signed survey report from a certified surveyor. The work is to be performed six times per fiscal year on a bi-monthly basis. The initial contract term is 36 months with options to renew for two additional 12-month periods, potentially extending the contract to 60 months total. Questions must be submitted by December 23, 2025, with final proposals due January 9, 2026, at 10:00 a.m. Proposals must be submitted electronically through the e-procurement portal and are limited to 20 pages. This procurement will be awarded on an all-or-none basis to a single vendor determined to be the most responsive and responsible bidder with the lowest bid.
Pricing must be submitted as a comprehensive lump sum with all fees and costs transparently itemized. Respondents must demonstrate local presence and experience in Escambia County or nearby regions, as the county has implemented a local business preference policy that may provide advantages to local businesses submitting competitive bids. Vendors must meet stringent insurance requirements including $1,000,000 professional errors and omissions coverage, $1,000,000 general liability coverage, and aviation liability coverage if using drones. All vendors and subcontractors must comply with E-Verify registration, Florida Division of Corporations registration, and submit various certifications including sworn statements on public entity crimes, scrutinized companies, conflict of interest, and drug-free workplace status. Unmanned aerial drones are acceptable for performing survey work. The county will not pay federal excise and sales taxes on direct purchases.
