About this file

This is Addendum No. 1 to a Request for Qualifications (RFQ) issued by the City of Greenville, North Carolina for on-call Civil Engineering, Architecture, and Landscape Architecture services. The addendum addresses questions submitted by prospective proposers regarding the procurement mechanics and service scope. The RFQ seeks qualifications to supplement municipal staff on Capital Improvement Projects and Facility Improvement Projects, with proposals due July 16, 2026. The City anticipates selecting more than one firm for this on-call agreement, with individual tasks assigned based on qualifications. Recent holders of this on-call agreement include The East Group and JKF Architecture. The initial contract term is two years from execution with an option for one year extension, with a total compensation cap not to exceed $1 million. Typical projects outlined in the scope of work include design services for emergency repairs, new and existing buildings, parks, facilities, site plans, storm water drainage systems, streets, sidewalks, bike lanes, geotechnical engineering, surveying, environmental permitting, traffic signal design and operations, and transportation planning.

The addendum clarifies that firms may submit as a prime consultant and as a subconsultant to another team simultaneously, and that prime consultants are not required to provide all requested services in-house but are encouraged to do so through the use of subconsultants. The prime consultant must be located within 100 miles of Greenville city limits. The procurement carries a 4% Minority Business Enterprise and 4% Women Business Enterprise participation goal, with all proposers required to complete MWBE forms and discuss good faith efforts toward achieving these goals or face nonresponsive determination. Equal Employment Opportunity policies submitted as part of the proposal do not count toward the 15-page limit. Proposals should not include submissions limited only to structural engineering or architecture, as the City seeks a wider range of services. Public involvement services are unlikely to be required for transportation-related task orders under this agreement.
