About this file
This is Addendum #1 to the bid documents for the 2026 Stormwater Repair Project (ENG-2026-002) issued by the City of Greenville, North Carolina Engineering Department. The project involves repair or replacement of 15, 18, 24, and 30-inch stormwater pipe, related structures, and associated work performed to City of Greenville, Greenville Utility Commission, and NCDOT standards. The base bid includes 33 line items with quantities ranging from 1 lump sum (Mobilization) to 729 cubic yards (Select Fill), and encompasses activities such as pipe installation, catch basin work, asphalt placement, CCTV inspections, and traffic control. Four alternate bids are available for South Square Drive, Royal Drive, Shiloh Drive, and Oakview Drive with completion times of 8, 10, 7, and 15 calendar days respectively. The pre-bid conference was held on April 7, 2026, at the City of Greenville Engineering Department, 1500 Beatty Street, with bid opening scheduled for April 23, 2026, at 1:00 p.m. The base bid contract completion time is 250 calendar days. This addendum clarifies bid specifications, corrects web addresses, updates scheduled quantities for specific line items including 15" CIPP pipe lining and traffic control, and provides pre-bid meeting minutes and bidder questions with responses.
Addendum #1 reflects changes to base bid and alternate bid line item quantities and includes clarifications on unit pricing requirements, which mandate that line items with identical descriptions use the same unit price across base and alternate bids except for Work Zone Traffic Control and Mobilization. The contract will be awarded to the lowest responsive responsible bidder based on the base bid total, with the lowest bidder required to provide references and financial records for City verification prior to award. A 5% bid bond is required as part of bid submission, along with Payment/Performance Bonds and Insurance Certificates. Minority- and Women-Business Enterprise (MWBE) requirements mandate NC HUB certification with 10% MBE and 6% WBE participation. Liquidated damages are assessed at $1,000 per day. The contractor is responsible for all traffic control, pedestrian detours, utility locates, surveying, and documentation of existing pavement markings. Normal working hours are 8:00 a.m. to 5:00 p.m., with engineer approval required for work outside these times. The anticipated Notice to Proceed is mid-July 2026.
