About this file
This is Addendum No. 1 to the janitorial services solicitation issued by the City of Greenville, North Carolina for Buildings and Grounds Division services across four municipal facilities: City Hall, Municipal Building, Public Works Complex, and Greenville Employee Health Clinic. The scope of work encompasses litter removal limited to exterior areas under entrance canopies, general cleaning, and specialized floor treatment services to be performed Monday, Wednesday, and Friday from 5:00 pm to 11:00 pm. The contract period runs from July 1, 2026, through June 30, 2027, with options for annual renewal for up to two additional years subject to written agreement. A mandatory pre-bid meeting was held on May 1, 2026, at 10:00 am in Room 337 of City Hall, with sealed bids due by May 22, 2026, at 2:00 pm at the Park Maintenance Center. An optional site visit was available on May 12, 2026, at 9:00 am.
The current contractor, A&B Cleaning Services, is transitioning out due to contract expiration rather than performance issues. Bidders must submit monthly pricing for each of the four facilities separately, with the City reserving the right to provide budgeted pricing comparisons to prospective bidders upon request. All contractors are responsible for supplying labor, cleaning supplies, rags, and equipment, while the City provides toilet paper, paper towels, trash liners, and soap. The City has established 4% Minority Business Enterprise and 4% Women Business Enterprise goals and offers a potential 3% annual price increase for years two and three upon written request at least 30 days prior to renewal dates. Contractors must maintain worker's compensation insurance and public liability and property damage insurance of at least $500,000 per injury and $1,000,000 aggregate, comply with E-Verify requirements, and submit three client references and contractor data forms with their bids. Specific details regarding badges, storage areas, parking, and security protocols will be finalized in discussions between the City and the awarded contractor prior to contract commencement.
