25-25 APMO- Graphic Design Services RFI | ii Introduction This is a Request for Information (RFI) -- hereinafter Notice. This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor a promise to issue a solicitation in the future. The purpose of this RFI is for the Government to obtain knowledge and information for project planning purposes only.

No proprietary, classified, confidential, or sensitive information should be included in responses to this Notice, unless otherwise appropriately marked by the Respondent. The Government reserves the right to use any non-proprietary technical information received in response to this Notice in any resultant solicitation(s). Do Not Submit any Proposals / Offers / Quotes in response to this Notice.

At a summary level, the Government has interest in and is seeking information regarding the capability of firms who can provide Graphic Design Services that will entail creating publications and documents as well as other as-needed design projects in support of Taxpayer Advocate Service (TAS).

25-25 APMO- Graphic Design Services This acquisition is required for the Communications, Stakeholder Liaison, and Online Services (CSO) organization of the Office of the Taxpayer Advocate (also known as the Taxpayer Advocate Service (TAS)), a division of the Internal Revenue Service (IRS).

TAS is an independent organization within the IRS that assists taxpayers in resolving tax problems with the IRS, identifies areas in which taxpayers have problems with the IRS, makes administrative and legislative recommendations to resolve systemic tax issues, and ensures every taxpayer is treated fairly and know and understand their rights. TAS is the voice of the taxpayer at the IRS.

Purpose TAS CSO seeks to work with an experienced, knowledgeable design and print team that can deliver multiple complex and competing projects with tight, intense deadlines with minimal supervision. TAS CSO requires effective, innovative creative solutions that adhere to TAS’s brand and support TAS’s mission to help taxpayers. The Contractor shall work with the TAS CSO Office.

RFI Instructions Responses to this RFI are requested in two (2) parts. Answers to Questions should be submitted using Attachment 3, 25-25 RFI Response Template and examples can be provided by PDF attachment.

Responses shall have subject line of email: “25-25 APMO- Graphic Design Services”.

Part I Company Profile Information - IRS seeks company profile information about the firms that provide services positioned to address the requirements discussed above.

Part II Capability - IRS seeks Industry responses to specific questions. Do not include any support documentation for any company other than your own. This is an analysis of your company’s abilities.

Part I: Company Profile Information Responders to this Notice must provide the following company information:

Company Name and Address Company technical Point of Contact (POC) information to include name, title, telephone number, and email address.

Applicable NAICS (North American Industry Classification System) Code List active governmentwide contracts that your company has been awarded (GWACs, IDIQs, and BPAs – include applicable SIN) Business Classification / Socio-Economic Status (e.g., large, small, 8(a), women owned, hub-zone, SDB, Service-Disabled Veteran Owned) Subcontracting / partnering / teaming possibilities Part II: Capability Responses to this Notice must include answers to the below questions answered in Attachment 3 25-25 RFI Response Template:

1. Project Management:

How does your company manage large-scale design and layout projects with tight deadlines, shifting priorities, and large numbers of edits, particularly for technical or government reports?

1. Labor Mix:

What is your typical staffing model for similar projects (e.g., Creative Director, Senior Graphic Designer, Graphic Designer)? Please describe the roles and qualifications.

1. After-Hours Support:

Do you have the capacity to support urgent or after-hours design needs? If so, please explain your approach.

1. Digital Deliverables:

Can you provide examples of interactive PDFs or digital publications of more than 100 pages your team has developed that specifically include complex charts, graphs, and infographics?

1. Consistency and Creativity:

Can you provide examples where you have designed creative and innovative products while adhering to a brand style guide?

1. Print Capabilities:

Have you delivered printed materials (e.g., 50 copies) requiring full digital color, spiral binding, and bleeds on tight timelines (fewer than seven days including shipping)? What printing resources do you typically rely on?

1. Rush Turnaround:

How do you handle short-notice or same-day turnaround requests? Please describe a real-world example, if possible.

1. Editorial Support:

Do your services include proofreading and plain language review? How is quality control managed?

1. Data Visualization:

Can you share examples of how your team has converted raw data into compelling infographics or charts that support narrative storytelling? Specifically, please note how you took the data from concept to completion.

1. Adobe Illustrator and InDesign:

Can you describe your depth of experience using Adobe Illustrator, particularly the chart/graph tool? Please include examples of complex, visually compelling charts, graphs, and infographics. Do you have experience building and maintaining parent page, paragraph, and character styles in use consistently throughout large or complex documents in InDesign? Please share examples.

1. Does the draft SOW clearly describe the Government’s requirement?

1. Is there any specific language in the draft documents that may be unnecessarily driving cost, schedule, or performance?

1. Are there any specific concerns regarding the IRS’s requirement, acquisition strategy, or attachments?

Terms and Conditions regarding this Notice This Notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. All costs associated with responding to this Notice are solely at the responding party's expense. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Further, the Government may contact the vendor for additional information regarding the information submitted as part of this market research effort. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Government Point of Entry or other similar source (e.g., GSA E-buy). However, responses to this notice will not be considered adequate responses to a solicitation.

Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative as a result of this notice. Responses to the notice will not be returned. Not responding to this notice does not preclude participation in any future solicitation if one is issued.
