This is a Request for Quote (RFQ) issued by the Illinois Tollway for the procurement of ten twenty-ton air hydraulic floor jacks. The solicitation (RFQ# 25-1123, BidBuy Bid# B-52769) seeks quotes for equipment meeting or exceeding the specifications of the Norco Model 72230A or an approved equivalent. The jacks must feature a chromed ram with dust seals, safety bypass and overload systems compliant with ASME/PASE standards, manual operation capability, a locking release lever, 20-ton capacity at 120 PSI, a low lift height of 7.25 inches, a high lift height of 26.25 inches, and a 45-inch handle length. Delivery is required to the Illinois Tollway Central Shop located at 3460 Finley Road, Downers Grove, Illinois, between 8 AM and 2 PM, Monday through Friday. The contract term is one year, commencing on July 28, 2026, or upon the last dated signature, whichever is later, with no renewal options available. Quotes must be submitted by the deadline published on BidBuy. The contact for this solicitation is Denisse Murgueitio, Contract Negotiator, at 630-743-8448 or DMurgueitio@getipass.com.

All quoted prices must remain valid for 180 days from the date of submission, with no price increases permitted. In the event of a price decrease from the vendor after award, the Illinois Tollway is guaranteed to receive the lowest price. The award will be made to the responsive and responsible vendor submitting the lowest grand total price. Vendors must enter all unit prices directly into BidBuy; failure to do so will result in disqualification. The Tollway does not guarantee any minimum order quantity and reserves the right to place orders for more or fewer than the estimated ten units. Vendors must include itemized invoices within fifteen business days of delivery and must attest on all invoices that goods meet required standards as set forth in Illinois statute 605 ILCS 10/16.1. The vendor is responsible for pickup of defective or incorrect shipments within 48 hours of notification and for replacement or credit within ten business days. A 90-day return period for unused, undamaged, and saleable goods applies for 90 days after contract termination.

The Tollway recognizes that differences in engineering design and methods may exist among manufacturers that do not significantly alter performance. 1.1.2 Quantities: It shall be expressly understood by the vendor that the estimated bid quantities specified in the contract documents are for determining the lowest bid and to establish unit prices. Materials furnished under this contract shall be delivered in multiple deliveries as determined by the needs of the Tollway. The vendor shall agree to credit the purchase price to the Tollway for any returned items obtained through the contract. This return agreement shall be in effect for a period of ninety (90) calendar days from the termination date of the contract even if the vendor does not hold the contract at the time the return is made.

1.1.4 Backorders: Electronic or written notification of backordered items shall be sent immediately to the Tollway. The Vendor shall make arrangements with their common carrier or company personnel to pick-up any unacceptable materials within forty-eight (48) hours of notification.

The Vendor shall replace the incorrect, damaged or defective merchandise or issue a credit within ten (10) business days of the return. If the replacement merchandise or a credit is not received within ten (10) business days, the Tollway shall deduct the amount of the return from any outstanding invoice at the time of payment.

The Tollway shall not be subject to restocking charges due to Vendor error. The Tollway shall not pay any restocking charges for incorrect, damaged, or defective items returned under the contract.
