About this file
This is a Request for Qualifications (RFQ) document from the Rockford Park District in Illinois for professional design and engineering services related to dredging at Levings Lake. The district is seeking a qualified design professional specializing in hydrological, water resources, environmental engineering, or aquatic surveying to complete comprehensive services including design, engineering, permitting, construction plan preparation, bidding, and construction administration. The project involves dredging an upstream sedimentation basin located west of Levings Lake and potentially partial or full dredging of Levings Lake itself. Key dates include a pre-proposal conference on September 24, 2025, at 10:00 a.m., proposal submissions due on October 1, 2025, at 2:00 p.m. via Zoom, finalist interviews on October 14, 2025, and anticipated Board of Commissioners approval on November 11, 2025.
The project will be procured through a qualifications-based selection (QBS) process, with an evaluation committee scoring proposals across four categories: background and introduction (30 points), example projects (20 points), project approach and understanding (20 points), and overall qualifications (30 points). While specific budget details are not explicitly stated, the document indicates the district will negotiate fees with the selected firm after evaluation. The project aims to address increasing sedimentation in the lake and surrounding watershed, with the selected professional expected to provide sampling, disposal recommendations, and alternative analysis for dredging 1/3, 2/3, or full lake removal. The Rockford Park District will comply with prevailing wage requirements, and the project will follow environmentally preferable purchasing guidelines.

Proposal No. 25-104 QBS for Professional Design and Engineering Services for Dredging at Levings Lake
REQUEST FOR QUALIFICATIONS (RFQ) FOR PROFESSIONAL SERVICES
ROCKFORD PARK DISTRICT
Professional Design and Engineering Services for
Dredging at Levings Lake
SPECIFICATIONS FOR THIS PROPOSAL
Your firm (Design Professional) is invited to submit your Statement of Qualifications and Performance information to complete design, engineering, permitting, construction plan preparation, bidding, and construction administration services associated with the dredging of the upstream sedimentation basin located just west of Levings Lake and Levings Lake. The Rockford Park District (District) is seeking a Design Professional that specializes in hydrological engineering, water resources engineering, environmental engineering, aquatic surveying or a similar field. Interested applicants must submit all documentation that is outlined within this Request.
PROJECT BACKGROUND
Levings Park is located at 1420 S. Pierpont Ave Rockford, IL 61102. The park is a large community park located within the South Fork Kent Creek (SFKC) watershed. SFKC flows through the park and feeds Levings Lake. The District has been working on and implementing multiple water quality improvement projects at Levings Park including surrounding wetlands and siltation mitigation efforts.
Over time it has been discovered that there has been increasing amounts of siltation accumulating in Levings Lake. The Park Districts goal is to eliminate the upstream point source of this siltation via dredging along with subsequent dredging of Levings Lake. Due to budgetary constraints the Park District would like to explore options and evaluate alternatives derived from examination and survey to complete partial dredging of Levings Lake. The chosen firm will be expected to provide recommendations and cost estimates for the removal of 1/3, 2/3, and full dredging of Levings Lake. Along with these recommendations the Park District will require that the chosen firm complete sampling of the siltation found in the sedimentation basin and Levings Lake to determine potential disposal options.
PROJECT SCOPE
This project will remove the sedimentation in the upstream sedimentation basin along with a variable scope of dredging in Levings Lake to be determined by recommendations provided by the selected firm. The selected firm will need to complete sampling of the material to be removed to determine disposal options and deliver a recommended plan for said removals.
Images of the assumed dredging areas can be seen below. The area circled in green is the assumed limits of the sedimentation basin which will need to be confirmed via survey. The area in red is the boundary of Levings Lake.
The design professionals scope is to include design, engineering, survey, sampling, permitting, construction plan preparation, alternative analysis, and bidding documents. The park district will complete bidding but specifications for construction must be included in this scope of work.
Design professional is to comply with applicable design standards, and all required permitting and regulatory agency requirements.
Proposal No. 25-104 QBS for Professional Design and Engineering Services for Dredging at Levings Lake
PROJECT BUDGET
Consultant services include engineering, design, permitting, and specification costs, construction includes part time inspection and construction engineering/management costs.
The final Design Professional fees are subject to negotiation, referring to SELECTION section below.
Proposal No. 25-104 QBS for Professional Design and Engineering Services for Dredging at Levings Lake
