About this file
This is Addendum #1 to an Invitation for Bid issued by the Department of State Hospitals - Atascadero, a California state agency, dated March 13, 2026, for Universal/E-Waste Recycling Services (IFB #25-10035-000). The addendum clarifies operational details regarding waste collection infrastructure and vendor flexibility. The Department currently operates with a single 53-foot trailer on-site used to store recyclable materials packaged in Gaylords on pallets or individual pallets for larger items until pickup. The original IFB referenced 20 and 40-yard bins, but the addendum confirms that DSH-Atascadero is willing to work with selected vendors to replace these with alternative collection bins, cages, or totes that can be integrated into the 53-foot trailer for pickup service. The bid submission deadline is March 20, 2026 at 3:00 PM, with public bid opening scheduled for March 25, 2026 at 10:00 AM. The initial contract term runs from June 1, 2026 through May 31, 2029, with optional extension capability consisting of two additional one-year terms through May 31, 2031. The Department anticipates requiring services 2-4 times per year with pickups weighing between 12,000 and 25,000 pounds per event.
Pricing must be submitted on a per-pound basis for various e-waste categories across seven separate billing periods covering the contract term. Bidders must possess valid E-Waste Handler or Recycler Business Identification Numbers from the California Department of Toxic Substances Control, active Collector and Recycler certification through CalRecycle, and proof of California business licensing. Insurance requirements include Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, Pollution/Environmental Impairment Liability of $1,000,000 per claim/$2,000,000 aggregate, and Motor Vehicle Liability of $1,000,000 per accident, along with Performance and Payment Bonds in amounts not less than the contract price. Bidders must provide three references from customers for whom similar services were provided within the past two years. A Small Business preference program provides a 5% preference adjustment to qualified small business bidders, and a Disabled Veteran Business Enterprise incentive program offers up to 5% adjustment based on participation level. No incumbent vendors are identified, and the contract will be awarded to the lowest responsible bidder with notice of intent to award posted on March 26, 2026.

ADDENDUM #1
INVITATION FOR BID (IFB) NUMBER: 25-10035-000
SERVICES: Universal/E-Waste Recycling Services
The Department of State Hospitals - Atascadero is issuing this Addendum to modify and clarify the above referenced IFB in the following manner:
Item #1: Question and Answer
Question #1: Description of services states DSH currently uses 20- & 40-yard bins and a 53’ trailer for universal waste collection. How many bins, per size, are currently on location?
Answer #1: DSH-Atascadero currently only has a 53’ trailer on grounds for the collection of universal waste.
Question #2: Description of services states DSH currently uses 20- & 40-yard bins and a 53’ trailer for universal waste collection. What is the 53’ trailer used for? If the trailer is used for e-waste collection, what is the material collected/packaged in?
Answer #2: The 53’ trailer is used to store recyclable items until pick up. The materials are packaged in Gaylords on pallets. If the item is large it will go on a pallet by itself.
Question #3: Can the 20- & 40 yards bins be replaced with a different type of collection bin, cage or tote and placed into a 53’ trailer for pick-up service?
Answer #3: Yes, DSH-Atascadero is willing to work with the vendor on different size collection bins.
All other requirements and conditions of this IFB remain in full force and effect. If you have any questions or need assistance, please contact me via email at ASHProcurement@dsh.ca.gov.
