About this file

This is a Notice of Intended Action from Lake County Schools Procurement Services for Request for Proposal (RFP) #25-0701-P-KF949 for Water and Wastewater Services. The document details the evaluation ranking of two firms - Cathcart Construction Company - Florida, LLC and RCM Utilities, LLC - for a short-list phase on July 8, 2025. The evaluation committee recommends awarding the contract to RCM Utilities, LLC, with a planned School Board approval on August 11, 2025. The proposal was evaluated across five weighted criteria: Qualifications and Experience (30%), References (30%), Scope of Services (10%), and Proposal Pricing (30%).

The scoring revealed RCM Utilities, LLC with a total score of 93.33 points, slightly higher than Cathcart Construction Company's 87.33 points. Individual evaluator scores varied, with some giving perfect scores in certain categories. The evaluation comments highlighted RCM Utilities' strengths, including current licenses, staff with utility service experience, local company status, and comprehensive references from municipalities like Zephyrhills, Orange City, and Tavares. Pricing considerations noted that RCM Utilities owned their equipment and had competitive rates, which positively influenced their overall ranking. The contract appears to be for providing water and wastewater services, with the company expected to be available 24/7 and maintain direct communication with the district.

Evaluator: Rich Hatch Comment: Seems true to scope.

Evaluator: Helen LaValley Comment: Response indicated knowledge of scope, had outline approach, this was more detailed

Water and Wastewater Services

Comment: Up to date licenses were shown. Some of the staff have been with the company for a while but others I am unsure of if they worked with the company based on their resumes. It didn`t list Cathcart as their current employer so that was a bit confusing. It was almost like one of the resumes was from applying to work at Cathcart rather than having an up to date resume. But other than that, lots of experience.

Comment: 30 yrs of experience, familiar with County Codes & permitting/extensive project list, no history of litigation/noted experience in utility, roadwork, and infrastructure work. Office in Winter Springs, depth of employees (indicated 260), Most of the project team has 10 yrs of experience with the exception of the estimator. Company has licenses for the different disciplines - contracting, utility work, etc.

Comment: A few references were dated in the future Aug 2025 and it is currently July. Oakland - Listed the project and also had a good reference.

They have quality of work. Longwood - Another good reference with the project listed. Wauchula - Again, listed what jobs have been done. It didn`t appear that a reference form was in tab 3 but after looking they did include in tab 6. Overall, the references were great and listed the information needed, although there were future dated references, which is strange to include.

Comment: Has three references:Oakland Public Works Director - ltr dated 8/6/25, Longwood Asst. Director Public Works - ltr dated 7/8/24, Wauchula City Manager - ltr dated 8/6/25

Comment: 34 years of experience! Part of their scope states rapid mobilization with crews working safely and efficiently. I like their breakdown of their work plan.

Criteria: Tab 5 - Proposal Pricing Evaluator: Alex Fowler

Evaluator: Rich Hatch Comment: Seems complete on pricing.

Evaluator: Helen LaValley Comment: higher rates, higher setup/hourly rates, daily/weekly/monthly up and down, does not own all the equipment

Respondent: RCM Utilities, LLC

Criteria: Tab 2 - Qualifications and Experience Evaluator: Alex Fowler

Evaluator: Rich Hatch Comment: Seems to be complete.

Evaluator: Helen LaValley

Criteria: Tab 3 - References Evaluator: Alex Fowler

Evaluator: Rich Hatch Comment: Seems to be complete.

Evaluator: Helen LaValley

Criteria: Tab 4 - Scope of Services Evaluator: Alex Fowler

Evaluator: Rich Hatch Comment: Seems to meet requirements and laid out well.

Evaluator: Helen LaValley Comment: Response indicated knowledge of scope, had outlined approach

Criteria: Tab 5 - Proposal Pricing Evaluator: Alex Fowler Comment: They included a breakdown of the pricing. It was nice to see the hourly, daily, weekly, and monthly rates of each equipment.

Owned equipment.

Evaluator: Rich Hatch

Comment: Pricing was broken down to hourly, daily, weekly, and monthly which is nice to see. You could easily read what the equipment is and what the rates are. Did see that some equipment was not owned but would have to be rented out.

Comment: License: License are current and up-to-date. Resumes: Multiple staff have many years (10 ) of utility services including all certifications.

The staff provided has done work with water and lift stations and have staff who specialize in water and sewer contracting. RCM has had 7 years of business. Most staff has at least 1 year with the company, which could be a negative as far as not a lot of experience with RCM. However, this obviously increases with time. Even admin staff has been around utility companies for many years. Local company.

Comment: Underground Utility, excav, gen contractor, plumbing and electrical contractors.Approx. 7 years business in C FL.Primary office is in Eustis, has offices in FL & GA.Has depth of employees. All appear to have experience of 10 years or more. This is a local company.

Comment: Zephyrhills: Really great letter and have used RCM for a long time. Compliments on the quality of work and quality of employees. Projects finished on time and very reliable. I didn`t see where the reference stated exactly what work was being done. City of Orange County: Great reference that stated the work that has been done. Tavares: States what work is being completed and aligns with what this job is. Good section but the first reference needed to list what the exact job is/was.

Comment: Has three recent references:Zephyrhills Utilities Director, Orange City Utilities Director, and Tavares Wastewater Field Manager - all dated June 2025

Comment: Good understanding of the scope of services and lists a variety of responsibilities that could come up from this scope. They will be available 24/7 and have fully licensed staff members. Communication is key and they will be in direct communication with the district. Using quality materials is great as well as being safe. I thought this was a good scope of services section.

Comment: Seems to be complete.

Evaluator: Helen LaValley Comment: lower rates, lower setup/hourly rates, daily/weekly/monthly were up and down, do own their own equipment.
