About this file
This is a bid form document for a federally funded construction project by the City of Seattle, funded through an FHWA Preservation Grant and local funds. The project, titled "East Marginal Way S Preservation" (NHPP-1391(005)), encompasses pavement overlay, spot base repairs, and rechannelization work for a protected bike lane and shared use path along East Marginal Way South from 1st Avenue South to the Tukwila City Limits. Work scope includes milling, pavement removal, excavation, concrete and asphalt base repair, asphalt surfacing, curb ramps, sidewalks, drainage improvements, traffic signals, street lighting, signing, striping, and landscaping. The bid documents contain 192 line items with estimated quantities ranging from single units to thousands of linear feet or square yards. Bids opened on November 18, 2026. The project was authorized under Seattle Ordinance Number 127156 and is identified as City of Seattle PW# 2025-057.
Bidders must submit a bid guaranty of five percent (5%) of the total bid including retail sales tax in the form of a cashier's check, certified check, or bid bond. The project has an engineer's estimate of $10,800,000 and includes a Disadvantaged Business Enterprise (DBE/FSBE) utilization goal of 13 percent of the total bid. Bidders must be certified by the Washington State Office of Minority and Women's Business Enterprises (OMWBE) prior to bid opening. The project requires compliance with all federal regulations including FHWA Form 1273 provisions, Buy America requirements, and Equal Employment Opportunity standards. Bidders must also comply with state public works wage law requirements and submit a Contractor Certification confirming no willful violations within three years prior to bidding. For projects estimated at $1,000,000 or more, bidders must complete and submit a Bidder/Subcontractor List identifying subcontractors for rebar installation and electrical work, or indicate self-performance. Retail sales tax of 10.55 percent applies to the total base bid.

Proposal for Incorporating Recycled Materials into the Project
In compliance with a new law that went into effect January 1, 2016 (SHB1695), the Bidder shall propose below, the total percent of construction aggregate and concrete materials to be incorporated into the Project that are recycled materials. Calculated percentages must be within the amounts allowed in COS Section 9-03.16(1)E, Table on Maximum Allowable Percent (By Weight) of Recycled Material, of the Standard Specifications.
Proposed total percentage: _____________________________ percent.
Note: Use of recycled materials is highly encouraged within the limits shown above, but does not constitute a Bidder Preference, and will not affect the determination of award, unless two or more lowest responsive Bid totals are exactly equal, in which case proposed recycling percentages will be used as a tie-breaker, per the APWA GSP in Section 1-03.1 of the Special Provisions. Regardless, the Bidder’s stated proposed percentages will become a goal the Contractor should do its best to accomplish. Bidders will be required to report on recycled materials actually incorporated into the Project, in accordance with the APWA GSP in Section 1-06.6 of the Special Provisions.
