About this file

This document is a Statement of Work (SOW) for the United States Patent and Trademark Office's (USPTO) requirement to acquire Automated Biotechnology Sequence Search Software and Maintenance Support, as well as unlimited access to the new data added to the biological sequencing database.

The purpose is to allow patent examiners to determine whether a genetic sequence is novel and provide prior art for patent examination. The SOW outlines the scope, including providing biweekly updates to the USPTO's internal database, incorporating Derwent World Patent Index content, and ensuring broad jurisdictional coverage. The contractor is required to provide technical support and deliver the updates per the defined schedule. The period of performance is a one-year base period with four one-year option periods. The USPTO intends to award this requirement to a HubZone small business under the Patent and Trademark Office Efficiency Act. Responses to the associated sources sought notice are due by November 30, 2024 at 2:00 PM Eastern Time.

United States Biological Sequence Database (GENESEQ) Patent and Trademark Office Statement of Work

Form # USPTO-OP-020 (08/2020) Page 1 of 4

Requirement Title:

Biological Sequence Database (GENESEQ)

1. Background

The mission of the United States Patent and Trademark Office (USPT0) is to foster innovation, competitiveness and job growth in the United States by conducting high quality and timely patent and trademark examination and review proceedings in order to produce reliable and predictable intellectual property rights; guiding intellectual property policy, and improving intellectual property rights protection;

and delivering intellectual property information and education worldwide.

The mission of the Scientific and Technical Information Center (STIC) is to enhance patent quality and examiner effectiveness through search, information services, and training. Under the current contract, the USPT0 has unlimited access to GENESEQ, a patent information database of biological sequences from worldwide patents, manually annotated to highlight IP context and biological significance via annual maintenance for the incremental updates.

The current contract stipulates that the USPT0 has a perpetual license to the GENESEO back files, meaning the USPT0 may obtain a copy of the purchased GENESEQ data even if the contract lapses.

2. Purpose

The purpose of this is to acquire Automated Biotechnology Sequence Search Software and Maintenance Support and acquire unlimited access to the new data that is added to the biological sequencing database. This will allow examiners to determine whether a genetic sequence is novel, and will provide genetic sequence prior art for patent examination.

3. Scope

a. Provide update and front file biological sequence (DNA, RNA, and Protein Sequences) data releases every two (2) weeks into a USPTO internal database, Automated Biotechnology Sequences Search System (ABSS).

b. Provide Derwent World Patent Index (DWPI) content in GENESEQ records such as Patent Family, Assignee and Patent Assignee Code (PACO) and DWPI title.

c. Ensure the depth of the content covers biological sequences contained in patents included, but not limited to the below jurisdictions and coverage:
