About this file
The document is a Request for Proposals (RFP) issued by La Plata County, Colorado, seeking a comprehensive permitting, review, and licensing software solution for its Community Development department. The RFP #25-019-1260 was released on June 27, 2025, with proposals due by August 8, 2025, at 10:00 AM MDT. The county is looking for a turnkey software solution to replace its current multiple separate software systems, with a preference for a Software as a Service (SaaS) solution. The project aims to streamline processes for building permits, plan reviews, environmental health permits, code enforcement, licensing, and inspections. The initial contract term will be from the date of execution until March 1, 2026, with potential for continuous one-year extensions.
The county serves approximately 56,000 residents and processes around 700 building permits, 5,360 inspections, 400 on-site wastewater treatment system permits, 280 public works permits, 200 planning permits, 170 code enforcement cases, and 45 liquor and marijuana licenses annually. The software must be compliant with Colorado's ADA accessibility requirements, integrate with existing financial and document management systems (Tyler Munis, Laserfiche, SharePoint), and provide features such as a user-friendly public portal, mobile app functionality, and comprehensive document management. The RFP indicates that the county is seeking a solution that can be fully implemented by March 1, 2026, with pricing to be determined through the proposal process. The county will evaluate proposals based on experience, references, solution capabilities, and overall value.

SCOPE OF WORK AND SPECIFICATIONS
Notice is hereby given that the La Plata County Board of County Commissioners (BOCC), through the La
Plata County Procurement Division, is seeking proposals from qualified technology services
Contractors to provide a turnkey, comprehensive, and flexible licensing and permitting software solution.
Project Background/Current State
La Plata County has a population of approximately 56,000 and employs approximately 450 full-time employees in several facilities throughout the County. On average, the County provides 700 building permits with 5,360 inspections, 400 on-site wastewater treatment system (septic) permits with 800 inspections, 280 public works permits with an equal number of inspections, 200 planning permits, 170 code enforcement cases, and 45 liquor and marijuana licenses/renewals with an equal number of inspections annually. Currently, the County manages these processes/programs through multiple separate software solutions; the County wants to integrate these into a single software package.
Notes:
• Most technical specifications listed in this RFP are an expression of intent, not necessarily a restrictive list of must-meet requirements.
• The successful Offeror’s implementation of the new product must be completed by March 1, 2026, unless otherwise approved by the County. Proposals are expected to adhere to the
March 1 deadline.
Future State
The County seeks to replace its current licensing and permitting software solutions with a more comprehensive solution that better serves both staff and our community. The County is seeking a
Contractor that can provide a software solution for the County in a civic environment that includes building permits and plan review, planning projects to include plan review and project management, access and right-of-way permits, environmental health permits, code enforcement, licensing, inspections, a user-friendly portal, and other associated functions. Please note that the County, while not excluding alternatives, has a preference for a Software as a Service (SaaS) solution.
Additional consideration will be given to a Contractor providing the same platform configuration for digital review or a proven track record of accomplishment with a third-party plan review provider. The proposed solution should also be compatible with the County’s financial service software and our document management software (i.e., Tyler Munis, Laserfiche, and SharePoint).
Preference will be given to the Contractor that provides a comprehensive, effective proposed solution for the following criteria. The solution proposed shall be fully functional to meet all criteria listed and not be proposed as under development for future enhancement, except in the case that the software solution is being further developed to meet Colorado ADA compliance standards.
Interface Requirements
The web portal and proposed solution must be compliant with the State of Colorado’s new
ADA compliance requirements passed by Colorado House Bill 21-1110. Offerors shall describe their Web Content Accessibility Guidelines (WCAG) status and/or compliance strategy.
The proposed solution shall be expandable and modular so that additional enhancements can readily be incorporated in the future. It should be configurable without costly customization. It should be developed, tested, and maintained using a high-quality software development methodology for long-term reliability and technical efficiency. The solution needs to offer data integrity in a secure, redundant, always-available system with business continuity, disaster recovery, data backup, and restoration.
Training
Training is considered an essential element of this project. On-site training will be required by the successful Contractor for all users who will utilize the technologies. Training will need to be done in a sufficient manner so that appropriate staff will understand the vital functionalities of this system. In-person training is not required. A test and/or training-development environment must be provided so that training and testing of the software solution can be utilized without modification of the current/live environment/data. There are approximately 45 employees who require training in different levels of access to the software solution based on their use and department.
Customer Support
Customer service is a crucial aspect of this project. The successful Contractor will be required to provide responsive and knowledgeable customer support for all users of the new technologies.
Support must be accessible in a way that ensures staff can quickly resolve issues and receive guidance on using the system’s key features. While on-site support is not necessary, the Contractor must offer effective remote support channels, such as phone, email, or live chat, to address user inquiries and technical problems. It is essential that support staff clearly communicate verbally in
English to ensure clear and efficient assistance. Additionally, a dedicated support environment should be available, allowing staff to seek help and troubleshoot without affecting the live system or data. With approximately 45 employees utilizing the software at varying levels of access, customer service must be adaptable to address the diverse needs of different departments and user roles.
Timeline
La Plata County must complete the final phase of the implementation no later than March 1, 2026.
This would include all implementation steps, integration development, system testing, training, and any other steps identified by the successful offeror.
Additional Information
1. Neither this section nor any part of this solicitation is intended to be all-inclusive.
Therefore, respondents should include in their responses any items they deem relevant and important to the project or La Plata County.
2. The top-rated offerors may be selected to provide product demonstrations. The decision as to which offerors (i.e., the top-rated offerors) may be scheduled for demonstrations is anticipated to be made and communicated approximately August 19, 2025. It is anticipated that product demonstrations from the top-rated offerors will be scheduled for August
25 & 28, 2025. Please plan for and ensure your availability for those dates in the event that you are selected to present your product.

SELECTION/EVALUATION PROCESS
1. Generally, contracts will be awarded to the responsible and responsive offeror whose proposal meets the requirements set forth in this RFP; is priced within the budgeted amount; and, represents the best overall value for the County. The contract shall be awarded by the Board of County Commissioners, County Manager, or Procurement
Manager.
2. La Plata County reserves the right to conduct an extensive background check and consider historic information and fact gained from the offeror’s proposal, presentation, references, and other objective data, in the evaluation process.
3. The County may make such investigations, as it deems necessary, to determine the ability of the offeror to perform the work. The offeror shall furnish to the County all such information and data for this purpose as the County may request.
4. The County reserves the right to reject any proposal if the evidence submitted by, or investigation of, such offeror fails to satisfy the County that such offeror is properly qualified to carry out the obligations of the Agreement and to complete the Work contemplated therein.
5. The County reserves the right to reject any proposal if the offeror is found to be barred from conducting business with the federal government.
6. The County reserves the right to reject any and all proposals, to waive any informalities and minor irregularities in proposals, and to accept the proposal deemed, in its opinion, to be in the best interest of La Plata County.
7. The top-rated firms may be selected for a short list and then may be invited to make oral presentations if the oral presentation is deemed necessary. However, if one proposal is clearly above the other respondents based on selection criteria, an award recommendation shall be made without further review. If the oral presentations for a short list are needed, the committee will schedule oral presentations at a convenient time.
a. Discussions may be conducted with responsible offerors who submitted proposals determined to be potentially selected for award, for the purpose of clarification to ensure full understanding of, and conformance to, the solicitation requirements.
Offerors on the short list should ordinarily be accorded fair and equal treatment with respect to any opportunity for discussion and revision of proposals, and such revisions may be permitted after submissions and prior to award for the purpose of obtaining the best and final offers. The committee will then select a firm and make an Award Recommendation.
8. All offerors submitting proposals acknowledge and agree by submittal that the decision as to which proposal to select is within the sole discretion of the County.
EVALUATION CRITERIA
The County shall award the contract based on the evaluation criteria stated below. In determining the most qualified and responsible offeror, the evaluation committee will assign points to these criteria for a total score. The best total score will be considered low bid. The following criteria shall be considered:
Part 1: Evaluation Criteria for Establishing an Award or the Short List
• Experience and Project Team
• References
• Proposed Solution and Product Descriptions
• Pricing/Costs
• Solution Features and Functionality Tables A - F
Part 2: Evaluation Criteria for Oral Presentations/Product Demonstrations (if required)
The County will schedule those offerors whose proposals were scored in the top tier during the
Evaluation Part 1 process, for a follow-up oral presentation and product demonstration, if an award decision has not already been made. Evaluation criteria will be provided to offerors on the short list in advance of the presentations.
Note: The decision as to which offerors (i.e., the top-rated offerors) may be scheduled for oral presentations is anticipated to be made and communicated approximately August 19, 2025. It is anticipated that oral presentations from the top-rated offerors may be scheduled for August
25 & 28, 2025. Presentations are expected to be remote. Please plan for and ensure your availability for those dates in the event that you are selected to meet with the Evaluation
Committee.
After conducting oral presentations with offerors on the Short List, the County may request Best and Final Offers (BOFA).
