About this file

This Cost Proposal document is submitted by the California Department of Food and Agriculture (CDFA) for Invitation for Bid (IFB) No. 25-0132 to provide ground application services for pesticides used in eradication and control projects against plant pest disease, specifically targeting Spongy Moth in Los Angeles County. The contract encompasses three years with options to renew in Year Two and Year Three. The scope of work includes spray truck pesticide application, bucket lift or scissor lift operations, pesticide chemical supply, and Pest Control Advisor (PCA) lead services. PCA lead services include providing pesticide safety training to treatment staff, preparing pesticide reports, and ensuring compliance with California Department of Pesticide Regulation requirements. The pesticides commonly used by the Pest Detection Emergency Projects Program include Thuricide BT and other pesticides at CDFA's discretion, with application rates determined by product labels or special local need (SLN) labels.

Bidders must submit cost proposals organized into four sections: Section 1 addresses spray truck pesticide application costs per gallon and equipment/fuel costs; Section 2covers bucket lift or scissor lift operations with daily rates and equipment/fuel costs; Section 3 specifies prices per unit for Thuricide BT and additional pesticides; and Section 4 lists hourly rates for PCA lead services. The bid cost per gallon is required to be a fixed rate applicable to all pesticides used and must include all costs associated with mixing, loading, and applying pesticides in accordance with California Department of Pesticide Regulation laws. Separate cost proposals are required for each contract year, with identical sections and requirements repeated for Years Two and Three.
