About this file

This Scope of Work document details a culvert repair project (Project #25-0073) for the Marine Corps Air Station (MCAS) New River. The project involves demolishing and replacing an existing 30" culvert on Perimeter Road, with specific requirements including temporarily rerouting the airfield fence, removing existing asphalt and concrete pipe, installing approximately 60 linear feet of 36" reinforced concrete pipe (RCP), installing NC DOT standard endwalls, and ATFP screens. Additional key requirements include backfilling with engineered fill, compacting materials to specified densities, patching asphalt, and submitting product data and test reports to the government for review.

The scope includes critical traffic control and coordination provisions, mandating that the contractor establish a safe work zone according to NCDOT and MUTCD guidelines, obtain pre-approval for traffic flow changes from Camp Lejeune Public Works Transportation Division and Base Safety, and potentially provide a temporary gravel detour road if maintaining one-lane traffic is not feasible during culvert installation. The contractor is responsible for utility protection, environmental health and safety compliance, debris management, and coordinating with various base entities including ROICC, I&E, and base utilities.

Scope of Work Repair Culvert on Perimeter Road

Project # 25-0073

GENERAL DESCRIPTION:

This project will demolish and replace an existing 30” culvert on Perimeter Road on MCAS New River.

DETAILED REQUIREMENTS:

1. Temporarily reroute the airfield fence to allow space for culvert repair and excavation operations. The rerouted fence shall be squared out from the original alignment to provide adequate clearance while maintaining continuous flightline security. Coordinate layout and access control with ROICC. Replace the fence in its original alignment upon completion of work.

2. Sawcut and remove the existing asphalt, stone base, and subgrade as needed to access existing pipe for demolition. Disposal of all material shall be done off base.

3. Remove and dispose of the existing 30" reinforced concrete pipe (RCP), endwall, and mitered end section. Disposal of all material shall be done off base.

4. Contractor shall provide and install approx. 60LF of 36" RCP where shown. Install the pipe per the detail on sheet C501.

5. Contractor shall provide and install the NC DOT standard endwalls as shown. See detail on sheet C502.

6. Install the ATFP screens on the endwalls per detail "A" on sheet C503.

7. Contractor shall backfill as needed with engineered fill. Compact in 6" lifts to a minimum dry density of

98% of the maximum dry density as determined by a modified proctor (ASTM D1557).

8. Contractor shall patch the asphalt per detail "B" on sheet C503. Extend new asphalt 2 feet beyond the trench cut on both sides to provide shedding and reduce joint cracking.

9. Compact ABC stone in 6" lifts to a minimum dry density of 98% of the maximum dry density as determined by a modified proctor (ASTM D1557). Compact the asphalt to 92% of maximum density in accordance with ASTM D2950.

10. Provide all product data and shop drawings for the pipe, endwalls, engineered fill, ABC stone, asphalt, and ATFP grate to the government for review and approval.

11. All density tests must be performed by an independent third-party testing agency furnished by the contractor. All test reports must be submitted to the government for review and approval.

GENERAL NOTES:

1. Contractor shall locate all underground utilities, including telecommunications and commercial cabling, prior to ground disturbing activities.

2. Contractor shall field verify all measurements.

3. Preserve and protect all existing utilities, including telecommunications and commercial cabling.

4. Contractor is responsible for any damage to utilities, including telecommunications and commercial cabling.

5. Contractor is responsible to coordinate commercial cabling with commercial cabling providers

6. All utility work shall be in accordance with applicable state and local codes.

7. Contractor shall coordinate all construction activities with ROICC, I&E, and base utilities.

8. Sod any disturbed areas upon completion of construction.

9. Jobsite shall be kept clear of all debris and trash.

10. Contractor shall be responsible for all aspects of environmental, health and safety (EHS). Contractor shall be responsible for complying with its policies and procedures related to EHS matters.

TRAFFIC CONTROL NOTES:

1. The contractor shall set up a safe work zone in accordance with NCDOT and MUTCD guidance for traffic control. Utilize proper signage and barricades with retroreflective markings for visibility.

2. All changes in traffic flow requires a notification and pre-approval through Camp Lejeune Public Works Transportation Division and Base Safety.

3. Due to the periodic road closure to the west of the site on perimeter road for support of CALA operations, Contractor shall provide a temporary gravel detour road if maintaining minimum one-lane traffic is not feasible during culvert installation. The detour shall meet applicable NCDOT and MUTCD standards for temporary traffic control and be coordinated with the ROICC and Camp Lejeune Public Works Transportation Division for approval prior to implementation.
