About this file

This is a Request for Quote (RFQ) #25-0053 issued by the Illinois Tollway for weather forecasting services. The document solicits a vendor to provide comprehensive meteorological services, including severe weather alerts, snow storm alerts, and warnings for the Tollway's 12 maintenance locations. The contract will run for three years, beginning October 15, 2025, with no renewal options. The successful vendor must allocate a Professional Meteorologist to provide 24/7 forecasting services, including daily and weekly forecast communications, severe weather alerts for non-snow and ice events, and detailed snow storm notifications covering specific meteorological parameters.

The pricing structure requires bidders to submit annual pricing for meteorological services through the BidBuy platform, with quoted prices valid for 180 days and no price increases permitted. The Illinois Tollway will award the contract to the lowest responsive and responsible bidder who bids on all line items. Invoicing will be done annually, with the first invoice due within 30 days of contract signing and subsequent invoices due within 30 days of each contract year's beginning. The contract is contingent on fund availability and can be terminated by the state with 30 days' notice or immediately if the vendor fails to meet performance standards or if funding sources do not appropriate sufficient funds.
