About this file

This is a Request for Quote (RFQ) issued by the Illinois Tollway for National Safety Council (NSC) CPR AED First Aid Workbooks. The solicitation seeks a vendor to provide NSC CPR/AED Only Participant Workbooks and digital certificates, as well as NSC First Aid, CPR, & AED Participant Workbooks and digital certificates for the years 2025, 2027, and 2029. The estimated quantities are 130 workbooks for CPR/AED Only and 527 workbooks for First Aid, CPR, & AED in each specified year. The contract will have a duration of five years, with no renewal options, and vendors must submit pricing through the BidBuy platform. The workbooks are brand-specific, with no substitutions allowed, to ensure compatibility with existing NSC certified instructor training.

The pricing terms require vendors to submit unit prices valid for 180 days, with no price increases permitted and a guarantee that the Illinois Tollway will receive the lowest price in the event of a price decrease. The award will be made to the responsive and responsible bidder submitting the lowest total price, with all line-item pricing required to be inclusive of all costs, including setup fees, shipping, and handling charges. Vendors must bid on all items to be considered responsive, and failure to do so will result in disqualification. The contract is contingent upon the availability of funds, with the potential for termination if sufficient appropriations are not made by the Illinois General Assembly or federal funding sources.
