About this file

This is a Request for Quote (RFQ) issued by the Illinois Tollway for a Freedom of Information Act (FOIA) software and maintenance contract. The solicitation seeks a cloud-based SaaS solution for tracking, processing, and reporting FOIA requests, with requirements including licenses for 30 users, web-based accessibility, automated request intake, customizable workflow, role-based permissions, secure redaction tools, Outlook integration, centralized request tracking, and built-in analytics. The contract will have a two-year term commencing on the last dated signature, with no renewal options, and bidders must submit pricing through the BidBuy platform.

The pricing structure requires vendors to quote for two years of licensing, with all quoted prices valid for 180 days and no price increases permitted. The Illinois Tollway will award the contract to the responsive and responsible bidder submitting the lowest price, contingent on fund availability. Vendors must bid on all items to be considered responsive, and the estimated quantities are based on the two-year contract term. Invoicing will be annual, with specific requirements for invoice submission, including a mandatory certification statement. The contract is subject to state funding appropriations and can be terminated with 30 days' notice if funds become insufficient.

Tollway is unable to research, distinguish and define the various types of manufacturer sales programs for all products and services on the market; therefore, the Tollway may require that vendors responding to this bid provide an artifact (i.e. certification, statement), on the manufacturer’s letterhead, indicating the bidder’s ability and authorization to resell and deliver products or services to the customer on behalf of the manufacturer. Vendors providing bids are also required to acknowledge responsibility for and authorization to provide pre- and post-sales support, where applicable.
