About this file
The document is a Request for Quote (RFQ #25-0004) issued by the Illinois Tollway, seeking a comprehensive compensation market data subscription service for its organization. The RFQ seeks a vendor to provide ongoing support for managing employee compensation for approximately 1,500 employees, with services including real-time salary data access, custom benchmark reports, compensation trend reports, job evaluation assistance, pay equity analysis, compensation strategy consultation, benefits package benchmarking, incentive program design, regulatory updates, compliance audits, and compensation management software. The subscription is requested for a three-year term, with vendors required to submit pricing through the BidBuy platform, with quotes valid for 180 days from submission.
The pricing structure involves a three-year subscription for "Comp Analyst Plus" service, with vendors expected to enter pricing directly into the BidBuy system for each year's subscription. The Illinois Tollway will award the contract to the responsive and responsible vendor submitting the lowest price, with the stipulation that no price increases will be accepted during the contract term. Invoicing requirements include a specific certification statement on each invoice referencing statute 605 ILCS 10/16.1, and invoices must be submitted within fifteen business days of recommendation and market data submission. The contract will require vendors to complete either a basic ordering agreement or contract, along with additional standard documentation.
